[브레이크뉴스=배종태 기자] 한국과 일본의 경제단체, 연구기관, 대학이 한자리에 모여 저출산‧고령화와 지방소멸이라는 공통의 구조적 위기에 대응하기 위한 지역협력 방안을 논의한다.

한국경제인협회(한경협)는 일본 경제단체연합회(경단련) 종합정책연구소, 부산 동서대학교와 공동으로 오는 16일 오후 1시부터 4시까지 동서대 센텀캠퍼스 컨벤션홀에서 ‘지역 발전과 한‧일 민생 파트너십의 새로운 시대’ 세미나를 개최한다고 밝혔다. 이번 행사는 한일·일한미래파트너십기금의 후원으로 진행된다.

세미나는 부산·울산·경남 지역 기업인과 연구계 관계자, 지자체 관계자, 일반 시민을 대상으로 하며, 전 일정 한국어와 일본어 동시통역이 제공된다.

행사는 오후 1시 기념사진 촬영을 시작으로, 개회사와 축사로 공식 일정의 막을 연다. 이어 첫 번째 세션 ‘인구위기 시대, 한‧일의 지역혁신 전략’에서는 양국의 인구 구조 변화와 지역 정책을 주제로 한 기조 발표가 진행된다.

김세현 부산연구원 인구전략연구센터장은 ‘부울경 인구감소 위기 극복을 위한 정부·기업의 과제’를 주제로 발표하며, 부산·울산·경남 지역의 인구 감소 실태와 함께 지자체와 기업이 수행해야 할 역할을 제시한다. 이어 후지나미 타쿠미 일본종합연구소(JRI) 수석연구원은 ‘일본의 도쿄 일극집중 문제와 지역창생 2.0 전략’을 통해 일본의 지역 불균형 문제와 최근 추진 중인 지역 재생 정책 방향을 소개한다.

두 번째 세션 ‘지역발전을 위한 한.일 기업의 역할 및 양국 협력방안’에서는 산업별 지역 활성화 사례가 집중적으로 다뤄진다. 김재권 롯데지주 지역협력팀장 겸 상무는 '문화.유통 혁신을 통한 지역산업 고도화 전략'을 발표하며, 대기업의 지역 연계 모델을 공유한다. 일본 측에서는 후지사키 료이치 ANA종합연구소 지역연계부장 겸 이사가 'ANA그룹의 지역활성화 사업 사례'를 소개한다.

이어 이민걸 파나시아 대표이사는 '제조혁신을 통한 지역경제 발전 방향과 과제'를 주제로 발표하고, 사사이 유코 피아종합연구소 소장은 '엔터테인먼트를 활용한 지역 활성화 사례'를 통해 문화산업 기반의 지역 재생 모델을 제시할 예정이다.

휴식 시간을 거친 뒤 진행되는 '세 번째 세션 종합토론'에서는 장제국 동서대학교 총장과 후카가와 유키코 와세다대학교 교수가 공동 좌장을 맡아 토론을 이끈다. 토론에는 김현석 부산대학교 경제통상대학 학장과 이태규 한국경제연구원 수석연구위원을 비롯해, 앞선 발표자들이 패널로 참여해 한‧일 지역협력의 방향과 과제에 대해 심도 있는 논의를 이어간다.

마지막 세션에서는 ‘한‧일 지역 인재 교류 및 인재육성의 방향’을 주제로 정리 발언이 진행된다. 장제국 동서대 총장과 후카가와 유키코 와세다대 교수는 양국 간 인재 교류 확대와 지역 기반 인재 육성의 필요성을 강조하며 세미나를 마무리할 예정이다.

한경협 관계자는 “이번 세미나는 지방소멸과 인구위기라는 공통 과제에 대응해 한‧일 기업과 지역이 실질적으로 협력할 수 있는 민생 중심의 파트너십 모델을 모색하는 자리”라며 “부산을 거점으로 한 한‧일 지역협력이 새로운 단계로 나아가는 계기가 될 것으로 기대한다”고 밝혔다.

=FKI, Keidanren, and Dongseo University to Explore New Model for People-Centered Partnership amid Demographic Challenges

Korean and Japanese economic organizations, research institutes, and universities will gather in Busan to discuss practical measures for regional cooperation in response to shared structural challenges such as low birth rates, population aging, and regional decline.

The Federation of Korean Industries announced that it will jointly host the Seminar on Regional Development and a New Era of Korea–Japan People-Centered Partnership with the Japan Business Federation Policy and Management Research Institute and Dongseo University on January 16, 2026, from 1:00 p.m. to 4:00 p.m. at the Convention Hall of Dongseo University’s Centum Campus in Busan. The seminar is supported by the Korea–Japan and Japan–Korea Future Partnership Fund.

The event is open to business leaders, researchers, local government officials, and the general public from the Busan, Ulsan, and Gyeongnam region. Simultaneous interpretation in Korean and Japanese will be provided throughout the program.

The seminar will begin at 1:00 p.m. with a commemorative photo session, followed by opening remarks and congratulatory addresses. Session One, titled Regional Innovation Strategies in the Era of Demographic Crisis, will feature keynote presentations addressing population decline and regional policy challenges in both countries.

Kim Se-hyun, Director of the Population Strategy Research Center at the Busan Research Institute, will present on Policy and Corporate Tasks for Overcoming the Population Decline Crisis in the Busan, Ulsan, and Gyeongnam Region, outlining the demographic situation in southeastern Korea and the roles of governments and companies. Fujinami Takumi, Senior Research Fellow at the Japan Research Institute, will follow with a presentation on Tokyo’s Overconcentration and Japan’s Regional Revitalization 2.0 Strategy, introducing Japan’s efforts to address regional imbalance.

Session Two, titled The Role of Korean and Japanese Companies in Regional Development and Bilateral Cooperation, will focus on industry-specific case studies. Kim Jae-kwon, Executive Vice President and Head of the Regional Cooperation Team at Lotte Holdings, will present strategies for upgrading regional industries through cultural and distribution innovation. From Japan, Fujisaki Ryoichi, Director and Head of the Regional Collaboration Department at ANA Research Institute, will introduce ANA Group’s regional revitalization initiatives.

This will be followed by a presentation by Lee Min-geol, Chief Executive Officer of Panasia Co., Ltd., on the direction and challenges of regional economic development through manufacturing innovation. Sasai Yuko, President of Pia Research Institute, will then present regional revitalization cases utilizing the entertainment industry.

After a short break, Session Three, the comprehensive panel discussion, will be co-chaired by Jang Je-guk, President of Dongseo University, and Professor Fukagawa Yukiko of Waseda University. Panelists will include Kim Hyun-seok, Dean of the College of Economics and International Trade at Pusan National University, Lee Tae-gyu, Senior Research Fellow at the Korea Economic Research Institute, as well as presenters from the earlier sessions. The discussion will examine the direction and challenges of Korea–Japan regional cooperation in depth.

The seminar will conclude with Session Four, a wrap-up discussion on the future of Korea–Japan regional talent exchange and human resource development. President Jang Je-guk and Professor Fukagawa Yukiko will deliver closing remarks emphasizing the importance of expanding bilateral talent exchange and fostering region-based human capital.

An official from the Federation of Korean Industries stated that the seminar aims to explore a people-centered partnership model in which Korean and Japanese companies and regions can cooperate in practical ways to address shared challenges such as population decline and regional extinction. The official added that the event is expected to serve as a stepping stone for advancing Korea–Japan regional cooperation, with Busan as a key hub.
