[브레이크뉴스=배종태 기자] 부산시와 경상남도가 양 시·도 행정통합을 구체적으로 추진하기 위한 실무협의체를 공식 출범시키며 본격적인 논의에 나섰다.  

부산시와 경상남도는 19일 오전 11시 30분, 경남도청 중앙회의실에서 ‘부산·경남 행정통합 실무협의체’ 킥오프 회의를 열고 양 지역 간 행정통합 추진의 실질적 논의를 위한 첫 발을 내딛었다.  

이번 실무협의체는 부산과 경남이 행정통합 추진 과정에서 발생하는 실무적 쟁점을 조율하고, 진정한 지방자치권 확보를 위한 권한 이양 방안을 마련하기 위해 구성됐다. 또한 중앙정부 및 국회와의 공동 대응 전략을 모색하며 통합 논의를 제도적 틀 속에서 구체화시키는 역할을 맡는다.  

협의체는 양 시·도의 기획조정실장을 공동 단장으로 하고, 정책수석보좌관, 행정자치국장, 시·도 연구원 등 총 10명이 참여한다. 향후 행정통합 특별법이 제정될 때까지 지속적으로 운영될 예정이다.  

이날 열린 첫 회의에서는 시·도 입장문과 대정부 건의문에 담길 핵심 내용, 행정통합의 정당성 확보 방안, 시·도민 의견을 충분히 반영하기 위한 주민투표 실시 방안 등이 폭넓게 논의됐다. 참석자들은 다양한 관점을 조율하며 향후 행정통합의 로드맵을 구체적으로 논의했다.  

부산시와 경상남도는 앞으로도 실무협의체를 지속적으로 가동해 양 지역의 정책을 긴밀히 조정하고, 행정통합이 주민들에게 실질적인 도움을 줄 수 있는 방향으로 추진될 수 있도록 행정역량을 집중할 계획이다.  

김경태 부산시 기획조정실장은 “이번 실무협의체 출범은 부산과 경남이 하나의 공동체로 나아가기 위한 실무적 추진력을 확보했다는 데 큰 의미가 있다”며 “앞으로도 양 시·도의 입장을 충분히 조율하고, 상생의 통합을 실현하기 위해 최선을 다하겠다”고 밝혔다.

Busan Metropolitan City and Gyeongsangnam-do Province have officially launched a joint working group to lead practical discussions on administrative integration, marking the beginning of full-scale cooperation between the two regions.  

The two governments held the kickoff meeting of the “Busan–Gyeongnam Administrative Integration Working Group” at 11:30 a.m. on January 19 at the Gyeongnam Provincial Government Complex. The meeting signaled the start of concrete action toward promoting regional integration.  

The working group was established to coordinate practical issues arising during the integration process and to devise joint strategies with the central government and the National Assembly for devolving greater authority to local governments. It aims to lay the groundwork for genuine local autonomy through institutional and policy-level cooperation.  

Co-chaired by the directors-general for planning and coordination from both Busan and Gyeongnam, the group includes 10 members, such as senior policy advisers, directors of administrative and autonomy departments, and researchers from local institutes. It will continue operating until a special law on administrative integration is enacted.  

During the inaugural meeting, attendees reviewed the main points to be included in a joint statement and a proposal to the central government, discussed the legitimacy and necessity of integration, and examined ways to gather residents’ opinions, including the possibility of a local referendum. The discussion also addressed the development of a detailed roadmap for the integration process.  

Busan and Gyeongnam plan to continue operating the working group to strengthen policy coordination and ensure that the integration process delivers tangible benefits to residents. Both sides intend to focus their administrative resources on advancing integration in a way that supports balanced regional growth.  

Kim Kyung-tae, Busan’s Director-General for Planning and Coordination, said, “The launch of this working group is highly meaningful as it secures practical momentum for Busan and Gyeongnam to move forward as one community. We will do our utmost to promote integration based on mutual understanding and collaboration.”
