[브레이크뉴스=배종태 기자] 부산광역시가 한국매니페스토실천본부 주관 ‘2026년 전국 시·도지사 공약이행 및 정보공개 평가’에서 최고 등급인 SA(최우수)를 획득했다. 이번 성과는 민선 8기 출범 이후 3년 연속으로 달성한 것으로, 지난 10년간 광역자치단체 평가에서 전례를 찾아보기 힘든 기록이다.

전 분야 고른 성적, 전국 평균 상회하는 ‘공약 이행률’

한국매니페스토실천본부는 지난 2월부터 전국 17개 시·도를 대상으로 2025년 12월 말 기준 실적을 종합 분석했다. 평가 항목은 ▲공약이행 완료 ▲2025년 목표달성 ▲주민소통 ▲웹소통 ▲공약일치도 등 총 5개 분야다.

부산시는 종합평가 결과 최우수 등급을 받았으며, 특히 '공약 이행률 81.5%'를 기록해 전국 평균(80.3%)을 웃도는 성과를 냈다. 아울러 주민소통 분야에서도 최고 등급을 획득하며 시민과의 약속을 투명하게 관리하고 있음을 증명했다.

안정적인 재정 확보와 시민 중심의 소통 체계

공약 이행의 핵심인 재정 건전성 확보에서도 괄목할 만한 수치를 보였다. 민선 8기 공약 추진에 필요한 임기 내 총 재정 14조 357억 원 중 '10조 6,342억 원(75.8%)을 이미 확보'해 안정적인 사업 추진 기반을 마련했다. 현재 부산시가 추진 중인 108개 공약 사업 중 보류되거나 폐기된 사업은 단 한 건도 없는 것으로 나타났다.

부산시는 이러한 성과의 비결로 체계적인 관리 시스템을 꼽았다. 누리집(홈페이지)을 통해 공약 추진 실적을 상시 공개하고, '시민배심원제'를 운영해 정책 과정에 시민의 목소리를 직접 반영하는 등 정보 접근성과 신뢰도를 높이는 데 주력해 왔다.

6대 핵심목표 추진… "시민이 체감하는 성과 낼 것"

현재 부산시는 '부산 먼저 미래로, 그린스마트 도시 부산'이라는 비전 아래 6대 핵심목표를 설정하고 역량을 집중하고 있다. 6대 핵심목표는 시민행복도시, 글로벌허브도시, 창업금융도시, 디지털혁신도시, 저탄소그린도시, 문화관광매력도시이다.

박형준 부산시장은 “3년 연속 최우수 등급 달성은 시민과의 약속을 최우선 가치로 두고 모든 공직자가 꾸준히 노력해 온 결과”라며, “앞으로도 시민의 눈높이에서 소통하며 체감할 수 있는 정책 성과를 창출해, 다시 태어나도 살고 싶은 부산을 만드는 데 최선을 다하겠다”고 밝혔다.

Mayor Park Heong-joon records an 81.5% completion rate since taking office, receiving overwhelming evaluations in citizen communication and fiscal security, accelerating the vision of "Busan, a city where you want to be reborn."

Busan Metropolitan City has earned the highest "SA" (Top) grade in the '2026 National Evaluation of Si/Do Governors' Pledge Implementation and Information Disclosure' hosted by the Korea Manifesto Center. This achievement marks the third consecutive year of reaching the top rank since the launch of the 8th civil election, a record that is unprecedented among metropolitan local governments over the past decade.

Starting in February, the Korea Manifesto Center conducted a comprehensive analysis of the performance of 17 cities and provinces nationwide as of the end of December 2025. The evaluation focused on five key areas including pledge completion, 2025 goal achievement, citizen communication, web communication, and pledge consistency. Busan received the highest grade in the overall evaluation, specifically recording a pledge implementation rate of 81.5%, which surpasses the national average of 80.3%. Furthermore, the city secured the top grade in the citizen communication category, proving its commitment to transparently managing promises made to its residents.

The city also showed remarkable figures in ensuring fiscal soundness, a core element of pledge implementation. Of the total 14.0357 trillion KRW required for the 8th civil election pledges within the term, Busan has already secured 10.6342 trillion KRW (75.8%), establishing a stable foundation for its projects. Notably, among the 108 pledge projects currently being pursued, not a single one has been suspended or discarded. Busan credits this success to its systematic management as the city has focused on increasing transparency and trust by consistently disclosing pledge progress on its official website and operating a "Citizen Jury System" to directly reflect the voices of residents in the policy-making process.

Currently, Busan is concentrating its capabilities on six core goals under the vision of "Busan First, Toward the Future: Green Smart City Busan." These goals include becoming a Citizen Happiness City, Global Hub City, Startup & Finance City, Digital Innovation City, Low-Carbon Green City, and a Culture & Tourism Attraction City. 

Mayor Park Heong-joon stated that achieving the top grade for three consecutive years is the result of all public officials prioritizing promises to citizens as the most important value and working steadily toward them. He added that the city will continue to communicate at the eye-level of its citizens and create tangible policy outcomes to make Busan a city where tomorrow is more anticipated than today and a city where people truly want to live and be reborn.
