[브레이크뉴스=배종태 기자] 제9회 전국 동시 지방선거를 60여 일 앞두고 열린 국민의힘 부산광역시장 경선 비전 토론회에서 주진우 후보와 박형준 후보가 부산의 미래를 두고 격돌했다. 두 후보는 서부산 발전의 핵심인 낙동강과 부울경 행정통합을 공통 분모로 삼으면서도, 실현 방법론과 예산 규모 등에서 극명한 시각 차를 드러내며 치열한 설전을 벌였다.

 

■ 모두 발언: "부산 혁신" vs "월드클래스 완성"

주진우 후보 "부산 이대로는 안 된다, 깨끗한 손으로 혈로 뚫을 것"

주 후보는 "청년 일자리는 줄고 경기 침체는 계속되는데 기존 정책으로는 근본적 해결이 안 되고 있다"며 현 시정에 대한 강력한 비판으로 포문을 열었다. 그는 변호사, 청와대, 금융위원회 등에서의 국정 경험을 강조하며 "51세의 젊은 열정과 새로운 시각으로 부산을 확 바꾸겠다"고 선언했다. 특히 당의 단수 공천 제의를 거부하고 경선을 자처했음을 밝히며, "돈 관련 구설이나 출판기념회 한 번 없는 깨끗한 손으로 개혁을 완수하겠다"고 혁신 의지를 피력했다.

 

박형준 후보 "시민의 승리 확인, 중단 없는 발전으로 세계 8위 도시 도약"

최근 '글로벌 허브 도시 특별법' 통과를 촉구하며 삭발했던 박 후보는 "시민들의 염원 덕분에 특별법이 상임위를 통과하며 민심의 승리를 거두었다"고 강조했다.

 

그는 가덕도 신공항 착공과 산업은행 이전 등 핵심 현안의 진척 상황을 언급하며, "취임 후 세계 스마트 도시 지수가 60위에서 8위로 급등했고 삶의 질도 아시아 6위를 기록했다"고 성과를 부각했다. 이어 "손흥민 선수처럼 월드클래스 부산을 만들기 위해 중단 없는 발전이 필요하다"고 지지를 호소했다.

 

■ 1차 주도권 토론: 청년 유출 '절반 감소' 성과 vs '수도권 집중' 현실

박형준 후보 "청년 유출 13,000명에서 6,000명으로 급감, 시정 방향 옳았다"

박 후보는 주도권 토론에서 구체적인 통계를 제시하며 기선을 제압했다. 그는 "취임 전 매년 13,000명에 달하던 수도권 유출 청년 수가 현재 6,000명 수준으로 절반 이상 줄었다"며 이는 단순한 우연이 아님을 강조했다.

 

박 후보는 그 원인으로 ▲기업 투자 유치 28배 증가 ▲지산학(지자체·산업계·대학) 협력을 통한 2,000억 원 규모의 라이즈(RISE) 사업 유치 ▲글로컬 대학 3개 선정 등을 꼽았다. 그는 "수도권 생활에 지친 청년의 80%가 복귀를 희망하는 만큼, 부산을 살기 좋은 도시로 만드는 '중단 없는 혁신'이 유출 제로(0)를 만드는 열쇠"라고 주장했다.

 

박 후보는 "취임 당시 24세에서 39세 기준 68%였던 청년 고용률을 75%까지, 일반 청년 고용률은 58%에서 65%까지 끌어올렸다"며 "기업 투자 유치를 28배 늘리고 지산학 협력을 통해 실질적인 매칭을 이뤄낸 결과"라며 전국 최상위 수준의 고용률이라고 설명했다.

 

주진우 후보 "떠나는 6,000명도 여전히 많아... 첨단 산업 부재가 근본 원인"

이에 대해 주 후보는 "지표상의 성과에도 불구하고 청년들이 원하는 AI 등 첨단 산업 일자리는 여전히 부족해 서울·인천으로 인재가 유출되고 있다"고 지적했다. 그는 "유출 인원이 줄었다고는 하나, 여전히 6,000명의 소중한 인재들이 매년 부산을 등지고 있다"며 "이는 청년들이 갈망하는 AI, 반도체 등 첨단 산업으로의 전환이 더디기 때문"이라고 지적했다.

 

주 후보는 "단순한 기업 매칭을 넘어 부울경 행정통합을 통한 50조 원 규모의 국비 투입이 이루어져야만, 수도권으로 향하는 청년들의 발길을 돌릴 수 있는 거대한 산업 생태계가 조성될 것"이라며 더욱 과감한 규모의 경제를 해법으로 제시했다.

■ 2차 주도권 토론: 행정통합의 '속도' vs '로드맵따른 질서있는 통합'

토론의 가장 큰 분수령은 부울경 행정통합에 따른 예산 확보 방안이었다.

 

주진우 후보는 광주·전남 통합 사례를 들며 '50조 원 국비 확보론'을 제기했다. "광주·전남이 20조 원 규모의 지원을 약속받은 상황에서, 인구가 2.5배인 부울경은 50조 원을 요구하는 것이 논리적으로 당연하다"며 "지방선거 전이라도 정부에 강력히 요구해 통합을 전제로 한 예산을 먼저 배정받는 속도전이 필요하다"고 역설했다. 자치권보다는 '액수와 집행 속도'가 생존의 핵심이라는 입장이다.

 

박형준 후보는 이를 '비현실적인 백일몽'이라며 반박했다. 박 후보는 "과거 마창진 통합을 주도했던 경험에 비춰볼 때 주민 의사가 배제된 졸속 통합은 엄청난 거래 비용과 부작용을 낳는다"고 경고했다. 또한 "재정 자주권과 자치권이 담보되지 않은 분권 없는 통합은 무의미하다"며, 로드맵에 따른 '질서 있는 통합'과 실질적인 재정 분권을 통한 매년 6조 원 이상의 수익 창출이 더 지속 가능한 대안이라고 맞섰다.

 

■ 공통 질문: 부산의 미래 발전 구체적 비전

주진우 후보 "낙동강을 부울경의 중심으로, 서부산 고속철도 시대 개막"

주 후보는 '낙동강 혁신 공약'을 부산 경제의 마중물로 제시했다. 가덕신공항과 김해공항, 구포역을 잇는 서부산 고속철도를 신설해 구포를 핵심 거점으로 만들겠다는 구상이다. 또한 을숙도, 맥도, 삼락 등 낙동강 벨트에 생태 탐방, 마리나, 수상 레저 시설을 고루 배치해 낙동강을 '쳐다보는 곳'에서 '머무는 여가 공간'으로 바꿔 대규모 유동인구와 산업을 집중시키겠다고 약속했다.

 

박형준 후보 "5대 엔진 전략으로 글로벌 허브 도시 완성"

박 후보는 물류, 금융, 신산업, 문화, 관광을 5대 엔진으로 삼는 전략을 재확인했다. 기장의 전력 반도체 클러스터, 제2센텀 첨단 산업 단지, 에코델타시티 스마트 도시 등을 연결해 혁신 인프라를 구축하겠다는 계획이다. 특히 "가덕도 신공항 배후에 대규모 공항 복합도시를 형성해 서부산을 부울경의 강력한 중심 도시로 거듭나게 하겠다"며 검증된 비전의 완성을 강조했다.

 

■ 마무리 발언: "새로운 투사" vs "월드클래스 부산, 반드시 완성"

주진우 후보는 "민주당의 세대교체론에 맞서 50대의 젊은 시각으로 전재수 후보를 꺾을 본선 경쟁력을 갖춘 후보는 본인"이라며 세대교체를 전면에 내세웠다. 그는 "기존 사업 마무리도 중요하지만, 지금 부산에는 정부와 치열하게 싸워 새로운 어젠다와 예산을 얻어낼 강력한 지도자가 필요하다"며 한 번 더 기회를 달라고 호소했다.

 

박형준 후보는 "공약 이행률 93%로 증명된 실력은 하루아침에 만들어지지 않는다"며 "행정은 하루아침에 이루어지지 않는 종합 예술이며 정확한 판단력이 필수다. 부산은 이미 글로벌 도시라는 목적지를 향해 고속도로 중간까지 와 있다. 여기서 내비게이션과 운전사를 바꾸면 발전은 중단될 수밖에 없다"고 강조했다. 이어 "공약 이행률 2년 연속 최고 등급의 역량으로 월드클래스 부산을 반드시 완성하겠다"며 지지를 당부했다. 

 

이날 토론회는 부산의 해법을 둘러싼 두 후보의 확연한 철학 차이를 확인하는 자리가 되었으며, 국민의힘 공관위는 이번 토론 결과를 포함한 엄격한 평가 과정을 거쳐 최종 후보를 선출할 예정이다. 

 

[D-60 to Local Elections] PPP Busan Mayoral Primary: 'Innovation Sprint' vs. 'Uninterrupted Progress'

 

With only 60 days remaining until the 9th Nationwide Local Elections, candidates Joo Jin-woo and Park Heong-joon clashed at the People Power Party (PPP) Busan Mayoral Primary Vision Debate. While both shared a vision for the development of West Busan through the Nakdong River and regional consolidation, they drew a sharp line over their methodologies and budget scales, engaging in a fierce war of words.

 

■ Opening Statements: "Revitalize Busan" vs. "Complete World-Class Vision"

Candidate Joo Jin-woo: "Busan cannot stay this way; I will break the deadlock with clean hands."

Joo opened with a strong critique of the current administration, stating, "Youth jobs are disappearing and the recession persists, yet existing policies offer no fundamental solutions." Highlighting his experience in the Prosecution, the Blue House, and the Financial Services Commission, he declared, "With the energy of a 51-year-old and a fresh perspective, I will fundamentally transform Busan." He revealed he rejected a strategic nomination to demand a primary, pledging to "complete reforms with clean hands, untainted by scandals."

 

Candidate Park Heong-joon: "A victory for the citizens; leaping to become the world’s 8th-ranked city."

Park, who recently made headlines by shaving his head to demand the passage of the 'Global Hub City Special Act,' emphasized that "the will of the citizens led the Special Act to pass the standing committee." He pointed to progress on key projects like the Gadeokdo New Airport and the relocation of the Korea Development Bank. "Since I took office, Busan's World Smart City Index jumped from 60th to 8th, and our quality of life ranks 6th in Asia," Park noted. He appealed for support, saying, "To make Busan a world-class city, we need uninterrupted progress."

 

■ Round 1 Leadership Debate: Youth Outflow Halved vs. The Reality of Seoul-Centric Concentration

Park Heong-joon: "Annual youth outflow dropped from 13,000 to 6,000; my administration's direction was right." Park took the lead by presenting specific statistics. "Before I took office, 13,000 young people were leaving for the capital area every year. That number has now been slashed to 6,000," he said, crediting this to a 28-fold increase in corporate investment and strong industry-academic partnerships. He added that the youth employment rate (ages 24–39) rose from 68% to 75% under his watch, proving that "uninterrupted innovation is the key to achieving zero outflow."

 

Joo Jin-woo: "Losing 6,000 people is still too many; the lack of high-tech industries is the root cause."

Joo countered that while the numbers have improved, the economic reality remains cold. "Even if the numbers decreased, 6,000 precious talents are still turning their backs on Busan every year because the transition to AI and semiconductors is too slow," he argued. Joo claimed that only a massive 50 trillion KRW investment via regional consolidation—far beyond simple corporate matching—could create an industrial ecosystem strong enough to pull talent back from Seoul.

 

■ Round 2 Leadership Debate: 'Speed' vs. 'Orderly Procedure'

The most heated debate centered on the funding for the Busan-Ulsan-Gyeongnam (BUG) administrative consolidation.

 

Joo Jin-woo proposed a '50 trillion KRW national budget' plan, citing the Gwangju-Jeonnam consolidation as a precedent. "If Gwangju-Jeonnam was promised 20 trillion KRW, it is only logical for the BUG region, with 2.5 times the population, to demand 50 trillion KRW," Joo asserted. He argued that securing 'funding and speed' before the elections is more critical than immediate administrative autonomy.

 

Park Heong-joon dismissed this as an 'unrealistic daydream.' Drawing on his experience, Park warned, "Hasty consolidation that excludes citizen consensus leads to massive transaction costs and side effects." He maintained that consolidation without fiscal autonomy is meaningless, advocating for an 'orderly consolidation' that generates sustainable revenue through real decentralization.

 

■ Common Question: Specific Vision for Busan’s Future Development

Joo Jin-woo: "The Nakdong River as the heart of the region; opening the West Busan High-Speed Rail era."

Joo presented the 'Nakdong River Innovation Project' as the catalyst for Busan’s economy. His plan includes establishing a West Busan high-speed rail connecting Gadeokdo New Airport and Gupo Station. He promised to transform the Nakdong River belt into a world-class leisure hub with eco-tourism and marinas, turning it from a place people just 'look at' into a place where they 'stay and play.'

 

Park Heong-joon: "Completing the Global Hub City via the 5-Engine Strategy."

Park reaffirmed his strategy centered on logistics, finance, high-tech industry, culture, and tourism. He detailed plans to build an innovation infrastructure by linking the power semiconductor cluster in Gijang and the Eco Delta Smart City. "By forming a massive airport complex city behind Gadeokdo New Airport, we will ensure West Busan is reborn as the powerful center of the region," he stressed.

 

■ Closing Remarks: "A New Crusader" vs. "An Experienced Captain"

Joo Jin-woo positioned himself as the most competitive candidate for the general election. "I am the one who can defeat the opposition with a young, 50-something perspective," he said. "Busan needs a leader who will fight fiercely with the central government to win new agendas and budgets, not just maintain existing ones."

 

Candidate Park Heong-joon appealed for support, stating, "The track record proven by a 93% pledge fulfillment rate is not built overnight." He continued, "Administration is a comprehensive art that cannot be mastered in a day; precise judgment is essential. Busan is already halfway down the highway toward its destination as a global city. If we change the navigation and the driver now, our progress will inevitably come to a halt."

 

He concluded by promising, "With the proven capability of receiving the top rating for pledge fulfillment two years in a row, I will without fail complete the vision of a World-Class Busan."
