[브레이크뉴스=배종태 기자] 부산시가 기후변화와 고령화로 어려움을 겪고 있는 수산업의 경쟁력 강화를 위해 현장의 목소리를 직접 듣는 소통 행보에 나섰다.  

부산시는 20일 오후 3시 기장군 수산자원연구센터 회의실에서 박형준 시장을 비롯해 기장군 어촌계장 등 150여 명이 참석한 가운데 ‘수산업·어촌 발전 의견수렴 간담회’를 개최했다.

이번 간담회는 수산자원 감소와 원가 상승 등 변화하는 환경 속에서도 업을 이어가는 어업인들의 건의사항을 수렴하고 실질적 해법을 모색하기 위해 마련됐다.  

이날 회의에서는 연안들망(분기초망) 금어기 조정, 비어업인의 해루질 관련 대책, 어업인 소득증대사업 확대 등 수산 현장의 주요 현안이 다각도로 논의됐다.

시는 어업 규제 완화, 시범사업 추진, 관련 법 개정 및 조례 제정, 국가해양생태공원과 바다생태숲 조성, 해삼·해조류 등 지역특화종자 생산·방류 확대 방안 등을 적극 검토하기로 했다.  

부산시는 이번 간담회를 시작으로 시 전역에서 릴레이 현장 간담회를 이어가 다양한 수산인의 의견을 제3차 부산 수산업·어촌 발전계획에 반영할 계획이다. 이를 통해 수산업의 경쟁력 강화와 지속 가능한 발전 전략을 구체화한다는 방침이다.  

아울러 시는 올해 바다숲 조성과 어촌·어장관리, 어촌신활력증진사업, 도심복합 다기능어항개발, 연근해어업 구조조정, 수산종자 매입·방류사업 등을 추진해 기후위기 대응과 자원관리 기반을 강화한다.

또한 어업인 공익수당 및 직불금 지급, 소형어선 유류비 지원, 수산정책보험, 친환경 에너지 절감장비 지원 등 체감형 복지정책도 병행할 예정이다.

박형준 시장은 "기후변화와 수산자원 고갈, 유가 상승 등으로 위기를 맞고 있지만 현장에 답이 있다"며 "이번 간담회가 부산 수산업의 새로운 도약을 이끄는 전환점이 되길 바란다"고 말했다.

박 시장은 이어 "부산이 대한민국 수산경제의 중심이자 글로벌 해양허브 도시로 자리매김할 수 있도록 현장과 지속적으로 소통하며 정책 지원을 아끼지 않겠다"고 강조했다.  

[Here’s an English translation of the article] Busan Mayor Park steps up engagement with fishers to chart new course for fisheries amid climate crisis  

Busan Metropolitan City has launched an on-site communication drive to strengthen the competitiveness of the fisheries sector, which is struggling under the dual pressures of climate change and an aging workforce.  

On the afternoon of the 20th, the city held a “Fisheries and Fishing Village Development Opinion-Gathering Meeting” at the Gijang-gun Fisheries Resources Research Center conference room, attended by Mayor Park Heong-joon and around 150 participants including fishing village leaders from Gijang-gun.

The meeting was convened to collect proposals from fishers who continue their work despite declining fishery resources and rising costs, and to explore practical solutions.  

Key agenda items discussed included adjustment of the closed season for coastal dragnet (bun-gi-cho net) fishing, measures to address night-time shellfish gathering by non-fishers, and expansion of income-increase projects for fishers.

The city announced that it will actively review easing certain fishing regulations, launching pilot projects, pursuing amendments to the Fisheries Resources Management Act and relevant municipal ordinances, creating a national marine ecological park and marine forest areas, and expanding the production and release of regionally specialized species such as sea cucumbers and seaweeds.  

Starting with this meeting, Busan plans to hold a series of relay on-site meetings across the city and reflect the diverse opinions of fisheries stakeholders in the Third Busan Fisheries and Fishing Village Development Plan. Through this process, the city aims to concretize strategies that both enhance the competitiveness of the fisheries sector and ensure its sustainable development.  

This year, the city will also push ahead with projects such as marine forest creation, fishing village and fishing ground management, fishing village revitalization programs, development of multi-functional urban fishing ports, restructuring of coastal and offshore fisheries, and the purchase and release of fishery seeds, thereby strengthening its response to the climate crisis and the foundation for fisheries resource management.

In addition, Busan will implement tangible welfare measures for fishers, including payment of public-interest allowances and direct payments, subsidies for fuel costs for small fishing vessels, fisheries policy insurance support, and assistance for eco-friendly energy-saving equipment.  

“Although the fisheries sector is facing a crisis due to climate change, depletion of fishery resources, and rising fuel prices, the answers lie in the field,” Mayor Park said, expressing hope that “this meeting will serve as a turning point for a new leap forward in Busan’s fisheries industry.” He added that the city “will continue close communication with the fisheries sector and spare no policy support so that Busan can firmly establish itself as the center of Korea’s fisheries economy and a global marine hub city.”
