[브레이크뉴스=배종태 기자] 부산시가 부산항만공사, 부산지방해양수산청, 부산지방고용노동청, 부산항만산업총연합회와 함께 부산항 항만연관산업의 경쟁력 강화를 위한 공동 협력에 나선다.  

시는 27일 오후 부산항만공사 중회의실에서 ‘부산항 항만연관산업 육성·지원을 위한 업무협약’을 체결했다고 밝혔다. 협약식에는 성희엽 부산시 미래혁신부시장, 김혜정 부산지방해양수산청장, 김준휘 부산지방고용노동청장, 송상근 부산항만공사 사장, 김영득 부산항만산업총연합회 회장이 참석해 협약서에 서명했다.  

이번 협약은 부산항 항만연관산업의 지속 가능한 성장을 위한 제도적 기반을 마련하고, 지역경제 활성화를 도모하기 위해 추진됐다. 특히 부산항만공사의 제안으로 5개 기관이 뜻을 모아 성사됐다. 항만연관산업은 선박수리, 선용품공급, 선박연료공급, 항만용역, 예·도선 등 항만 운영에 필수적인 산업으로, 전국 관련 업체의 절반 이상이 부산에 등록돼 있다.  

협약에 따라 각 기관은 역할 분담에 따라 협력체계를 구축한다. 부산시는 산업 육성과 지원 사업을 총괄하고, 해양수산청은 경쟁력 및 안전관리 역량 강화를 위한 행정·제도적 지원을 맡는다. 고용노동청은 인력 수급, 임금체불 예방, 산업재해 예방을 지원하며, 부산항만공사는 구체적인 육성 사업을 추진한다. 항만산업총연합회는 공동현안 해결, 연간 사업계획 수립, 상생협력 사업 등을 담당한다.  

시는 이번 협약이 기관별로 분산돼 있던 역할을 하나로 묶는 상징적 출발점이 될 것으로 기대하고 있다. 시는 이미 인력양성, 우수기업 인증제, 친환경·디지털 전환 지원 등 다양한 정책을 추진하고 있으며, 관련 조례 제정과 협의회 운영을 통해 체계적인 산업 육성 기반을 다져왔다.  

박형준 부산시장은 “지난해 해양수산부와 해운기업의 부산 이전, 국제수로기구 인프라센터 유치 등으로 글로벌 해양허브도시 실현의 발판을 마련했다”며 “이번 협약을 계기로 혁신의 파동이 부산항 항만연관산업 곳곳으로 확산되길 기대한다”고 말했다.

=Five institutions join forces to strengthen Busan Port’s competitiveness

BUSAN, South Korea (Jan. 27) — The city of Busan on Tuesday signed a memorandum of understanding with four key organizations to foster and support industries related to Busan Port, aiming to boost regional economic vitality and strengthen the port’s global competitiveness.  

The signing ceremony took place at the Busan Port Authority (BPA) headquarters, with Deputy Mayor for Future Innovation Seong Hee-yeob, Busan Regional Office of Oceans and Fisheries Director-General Kim Hye-jung, Busan Regional Employment and Labor Office Director Kim Jun-hwi, BPA President Song Sang-geun, and Korea Port Industries Federation (KPIF) Chairman Kim Young-deuk in attendance.  

Proposed by the BPA, the agreement brought together five institutions — the city government, BPA, two government offices, and the KPIF — to promote the sustainable growth of industries closely tied to port operations, such as ship repair, supplies, fuel, stevedoring, container maintenance, inspection, and pilotage. More than half of all businesses in these sectors nationwide are based in Busan.  

Under the agreement, the city will oversee industry development and support initiatives, while the Busan Regional Office of Oceans and Fisheries will provide regulatory and administrative assistance to improve competitiveness and safety. The Busan Regional Employment and Labor Office will focus on workforce supply, wage management, and occupational safety. The BPA will lead specific industry support programs, and the KPIF will coordinate collective agendas, plan annual activities, and promote cooperation toward creating fair and safe workplaces.  

City officials said the MOU marks a symbolic starting point for integrated cooperation among organizations that had previously worked independently in supporting port-related industries. Busan has already been pursuing various initiatives — including workforce training, certification programs for outstanding companies, and green and digital transition support — under an institutional foundation built through local ordinances and the Port Industry Development Council.  

“Last year, Busan saw momentum toward becoming a global maritime hub city, with the relocation of maritime organizations and the successful hosting of international conferences,” Busan Mayor Park Heong-joon said. “With this MOU, that wave of innovation will spread deeper across every sector of Busan Port’s industrial ecosystem.”
