[브레이크뉴스=배종태 기자] 부산시는 지난 2일 오후 4시 서울 여의도 켄싱턴호텔에서 광역자치단체 통합 논의를 위한 시·도지사 긴급 연석회의를 열었다고 밝혔다.  

이번 회의에는 부산·경남을 비롯해 대전·충남, 경북 등 5개 시·도지사와 대한민국시도지사협의회장인 인천광역시장이 참석해 총 6개 시·도가 한자리에 모였다. 광주광역시장과 전라남도지사, 대구광역시장 권한대행은 일정상 참석하지 못했다.  

이번 회의는 지난 1월 28일 부산·경남이 공동 입장을 발표하며 제안한 것으로, 다른 시·도지사들이 즉각적으로 참여 의사를 밝히며 조속히 개최됐다.

부산·경남은 이번 통합 논의가 단기적인 인센티브나 정부 주도의 속도전이 아닌, 주민의 선택과 법·제도적 기반 위에서 진행돼야 한다는 원칙을 강조해왔다. 이번 연석회의는 이러한 원칙을 바탕으로 각 시·도가 주도적으로 논의를 이끌고, 중앙집권적 행정체계에서 벗어나 실질적인 지방분권을 실현하자는 취지에서 마련됐다.  

참석한 시·도지사들은 정부의 한시적 재정 지원에 의존한 통합은 장기적 지속 가능성을 담보하기 어렵다는 데 공감했다. 또 통합된 자치단체가 실질적인 권한과 위상을 갖기 위해서는 재정과 자치 등 핵심적인 분권 내용이 법률로 명확히 규정돼야 한다는 점에 의견을 같이했다. 이를 위해 공통의 기준과 원칙을 마련할 필요가 있다는 데 인식을 모았다.

비공개로 진행된 회의에서는 두 가지 주요 합의안이 도출됐다. 첫째, 행정통합과 관련해 이재명 대통령과 시·도지사 간 긴급 간담회를 빠른 시일 내에 개최하기로 했다. 둘째, 각 지역이 개별적으로 통합을 추진하는 것은 바람직하지 않으며, 재정분권과 자치권이 보장되는 공통 법률안을 마련해야 한다는 내용이다.  

박형준 부산시장은 “수도권 일극주의를 타파하기 위해서는 실질적인 자치권과 재정권이 보장되는 근본적인 통합 개혁이 필요하다”며 “지자체의 의견 수렴 없이 중앙정부가 일방적으로 속도만 내는 방식은 바람직하지 않다. 일관된 행정통합의 기준과 원칙이 먼저 제시돼야 한다”고 강조했다.

The city of Busan said it held an emergency joint meeting of provincial governors on Monday at the Kensington Hotel in Yeouido, Seoul, to discuss principles and directions for proposed mergers of metropolitan and provincial governments.  

Governors from six regions — Busan, South Gyeongsang Province, Daejeon, South Chungcheong Province, North Gyeongsang Province, and Incheon, who also chairs the National Association of Mayors and Governors — attended the meeting. The governors of Gwangju and South Jeolla Province and the acting mayor of Daegu were unable to attend due to scheduling conflicts.  

The session was proposed by Busan and South Gyeongsang following their joint statement on Jan. 28, calling for an integration process based on residents’ choice and a solid legal foundation rather than short-term government incentives or a speedy top-down approach. The main goal was to ensure that regional leaders themselves drive discussions toward genuine decentralization from the country’s centralized system.  

During the meeting, the governors shared concerns that relying only on temporary financial support from the central government would make any merged entity unsustainable in the long term. They agreed that new legislation clearly defining fiscal independence and local autonomy is essential and that common principles and standards should be established to guide future integration efforts.  

Two agreements were reached during the closed-door session. First, the governors agreed to request a meeting with President Lee Jae-myung as soon as possible to discuss administrative integration. Second, they decided that individual regional efforts to pursue consolidation separately are undesirable and that a unified legal framework guaranteeing fiscal and administrative authority for all participating regions must be created.  

Busan Mayor Park Heong-joon said, “To break the concentration of power in the Seoul metropolitan area, we need fundamental integration reforms that guarantee real autonomy and fiscal authority. A unilateral and hasty approach by the central government without listening to local voices is undesirable. Consistent principles and guidelines for administrative integration must be established first.”
