[브레이크뉴스=배종태 기자] 부산시는 해양수산부의 2025년 어업규제완화 시범사업에 선정돼 기장 연안들망 멸치 금어기를 조정할 수 있게 됐다고 19일 밝혔다

이번 사업은 어민 생계와 직결된 분기초망어업의 금어기 완화 요구를 반영한 것이다. 부산시는 2022년부터 중앙정부에 제도 개선을 건의하고 관계기관 협의와 연구용역을 진행해 왔다 지난달 해양수산부는 기장 분기초망 자율관리공동체를 시범사업 대상에 추가 선정했다

1996년 분기초망어업이 연안들망어업으로 통합된 이후 멸치 금어기 4월부터 6월까지가 동일하게 적용돼 왔다 그러나 주 조업기인 5월과 6월과 겹치면서 어민들은 생계에 어려움을 겪어왔다

부산시는 정밀조사 결과 기장 연안의 멸치 자원이 건강한 상태를 유지하고 있으며 연안들망어업이 자원에 미치는 영향도 크지 않은 것으로 나타났다고 설명했다 또 총허용어획량 범위 내에서 지속 가능한 조업이 가능하다는 분석 결과도 확보했다고 밝혔다

시는 시범사업이 한시적으로 운영되는 만큼 앞으로 2년에서 3년간 어민 자율관리와 총허용어획량 기반 어획 조정 모바일 어획보고 앱 활용 등을 통해 과학적 관리 데이터를 축적해 제도화를 추진할 계획이다.

박형준 부산시장은 이번 금어기 조정은 기후변화에 따른 어업 환경 변화를 반영한 결과라며 데이터 기반 자원 관리로 제도 정착을 이끌겠다고 말했다

Busan has been selected for the Ministry of Oceans and Fisheries’ 2025 pilot project on easing fishing regulations, allowing adjustments to the closed season for anchovy fishing using coastal lift nets in Gijang, city officials said Wednesday.

According to the Ministry of Oceans and Fisheries, the pilot program reflects long-standing requests from fishermen to ease restrictions on the quarter-frame net fishery, which is closely tied to their livelihoods. Since 2022, the Busan Metropolitan Government has pushed for regulatory changes through consultations with central authorities and related agencies, as well as research studies. Last month, the ministry added the Gijang self-governing fisheries community to the list of pilot participants.

Since 1996, when the quarter-frame net fishery was integrated into the coastal lift-net fishery, the same anchovy closed season — from April to June — has been applied. Fishermen have long complained of financial hardship because the ban overlaps with the peak fishing season in May and June.

City officials said detailed surveys show anchovy stocks off the coast of Gijang-gun remain in healthy condition and that the impact of coastal lift-net fishing on resources is minimal. They added that sustainable operations are possible within the total allowable catch limits.

As the project will operate on a temporary basis, the city plans to accumulate scientific management data over the next two to three years through fishermen’s self-regulation, catch adjustments based on total allowable catch quotas and the use of a mobile catch reporting application, with the goal of institutionalizing the system.

Mayor Park Heong-joon said the adjustment reflects changes in the fishing environment driven by climate change and pledged to establish a data-based resource management system to ensure the policy takes root.
