[브레이크뉴스=배종태 기자] 부산시가 25일 해운대구 반송동에서 ‘센텀2지구 도시첨단산업단지’ 착공식을 열고 인공지능·로봇·양자기술 등 미래 신산업이 결합된 도심융합특구 조성에 본격 착수했다.  

 

부산시는 25일 오후 3시 해운대구 반송동 옛 세양물류 부지에서 ‘센텀2지구 도시첨단산업단지 착공식’을 개최했다. 이번 착공은 세양물류 이전과 주차장 문제 등 주요 난제를 주민과의 지속적인 협의로 해결하면서 추진 기반을 마련한 결과다.  

 

착공식에는 박형준 시장, 안성민 시의회 의장, 김미애 국회의원, 시·구의원, 시민 등 1천여 명이 참석했으며, 부산의 미래 성장축이 될 산업단지 조성을 함께 축하했다.  

 

센텀2지구는 2020년 개발제한구역 해제 이후 2022년 산업단지계획 승인, 2024년 착공 준비 등을 거쳐 단계적으로 추진돼 왔다. 사업 지연 원인이던 이전 문제가 해소되며 본격적인 공사에 돌입했다.  

 

‘엑스(X)-노믹스 허브’로의 도약  

시는 이번 착공식에서 ‘엑스(X)-노믹스(X-nomics) 허브’를 비전으로 제시했다. ‘엑스(X)’는 디지털전환(DX), 인공지능 전환(AX), 생태적 전환(GX)을 의미한다.  

 

부산시는 이를 통해 생산성 혁신, 데이터 기반 경제 전환, 탄소중립·에너지 전환을 추진해 도시 경쟁력과 지속가능성을 높인다는 계획이다. 또한 공간혁신·산업혁신·인재혁신의 3대 전략을 중심으로 부산의 경제 체질을 근본적으로 바꾸겠다고 밝혔다.  

 

도심융합특구와 글로벌 협력 구상  

센텀2 도심융합특구는 AI·로봇·빅데이터 등 첨단산업과 주거·상업·문화 공간이 유기적으로 결합된 ‘도심형 미래산업 플랫폼’을 목표로 한다. 부산시는 이를 통해 청년이 일하고 머무는 ‘제2의 판교’를 넘어 글로벌 혁신 거점으로 성장시키겠다는 구상이다.  

 

이와 함께 시는 ‘퀀텀 얼라이언스(Quantum Alliance)’와 ‘엑스(X)-노믹스 기술협의체’를 중심으로 글로벌 앵커기업과의 협력을 확대할 계획이다. 공공알고리즘센터, 양자 클러스터, 양자데이터센터 등 R&D 기반 시설 유치와 투자유치 마스터플랜 수립도 추진 중이다.

추진체계와 민관 협력  

착공 전날인 24일에는 ‘부산광역시 도심융합특구 사업협의체’가 공식 출범했다. 김경덕 행정부시장이 위원장을 맡고, 조남준 총괄계획가(난양공대 석좌교수), 우신구 총괄건축가, 나건 총괄디자이너 등 민간 전문가가 참여한다. 협의체는 센텀2지구 마스터플랜 수립과 사업 실행을 컨트롤타워로서 주도하게 된다.  

 

첫 회의에는 IBM의 제임스 헨드릭스 수석연구원이 참석해 글로벌 기업 유치 및 산업 생태계 조성 방안을 논의했다.  

 

박형준 부산시장은 “센텀2 도시첨단산단 착공식은 부산만의 차별화된 도심융합특구를 선제적으로 조성하는 신호탄”이라며 “제2의 판교를 넘어 글로벌 혁신도시로 거듭나 인재가 모이는 부산을 만들겠다”고 밝혔다.  

 

그는 또한 “이번 착공은 어려운 경제 여건 속에서도 부산의 다음 100년을 위한 상징적 출발”이라며 “사업협의체를 중심으로 세계적 기업과 인재가 모여드는 글로벌 허브도시의 핵심 거점으로 육성하겠다”고 강조했다.

The city of Busan held a groundbreaking ceremony Tuesday for the Centum 2 High-Tech Industrial Complex in Haeundae District, marking the start of a major project to build an integrated urban innovation cluster connecting AI, robotics, and future industries.

 

Busan Mayor Park Heong-joon announced that the city officially launched construction of the Centum 2 High-Tech Industrial Complex at the former Seyang Logistics site in Bansong-dong, Haeundae District, on February 25.  

 

The project had faced setbacks related to the relocation of the logistics site and a large public parking lot, but the city managed to resolve the issues through continuous dialogue and consensus-building with local residents.  

 

Around 1,000 people, including Mayor Park, Busan Metropolitan Council Chairman Ahn Sung-min, National Assembly member Kim Mi-ae, local council members, and citizens attended the ceremony to celebrate what the city calls a new chapter in its innovation-driven economy.  

 

Initially cleared as a greenbelt zone in 2020, the Centum 2 area received industrial district approval in 2022 and is now entering full-scale construction in 2026.  

 

Vision: The “X-nomics” Hub  

Busan has unveiled an ambitious vision for the site—a next-generation economic hub branded “X-nomics,” representing three major transitions: digital (DX), artificial intelligence (AX), and green transformation (GX).  

 

The city aims to achieve productivity innovation, a data-centered economy, and carbon-neutral energy transformation to strengthen sustainability and global competitiveness. The three core strategies—spatial, industrial, and talent innovation—will serve as the backbone of Busan’s economic transformation for the next century.  

 

Urban Convergence Zone and Global Partnerships  

The Centum 2 Urban Convergence Zone is designed as a future-oriented, city-integrated industrial district combining advanced industries with residential, commercial, and cultural facilities. Busan plans to nurture the area as a dynamic “second Pangyo” —a global innovation hub where young professionals can work, live, and enjoy cultural life.  

 

To accelerate this vision, the city plans to establish international partnerships under the “Quantum Alliance” and “X-nomics Technology Council.” The initiative will invite major global corporations to collaborate on research and development, including projects such as a Quantum Cluster, a Quantum Data Center, and a Public Algorithm Center. A master plan for investment attraction is also in progress.  

 

Governance and Private Sector Collaboration  

On February 24, one day before the groundbreaking ceremony, Busan officially launched the “Busan Urban Convergence Project Council” to oversee the initiative. Vice Mayor Kim Kyung-deok will lead the council, supported by experts including Chief Master Planner Cho Nam-jun (Nanyang Technological University), Chief Architect Woo Shin-goo, and Chief Designer Na Geon.  

 

During the inaugural meeting, IBM senior researcher James Hedricks participated in discussions on strategies to attract global anchor companies and foster a vibrant industrial ecosystem in Centum 2.  

 

“This groundbreaking marks the beginning of Busan’s unique urban convergence district, paving the way toward a global city of innovation beyond the ‘second Pangyo,’” Mayor Park said.  

 

“Despite challenging economic conditions, this project represents a symbolic starting point for Busan’s next 100 years,” he added. “With the new project council serving as a strong control tower, Busan will develop Centum 2 into a global hub that attracts world-class companies and talent.”
