[브레이크뉴스=배종태 기자] 부산시가 초고령사회 진입에 맞춰 의료·요양·복지서비스를 하나로 묶은 ‘부산형 통합돌봄’ 비전을 내놨다. 병원에서 집으로, 치료에서 일상으로 자연스럽게 이어지는 ‘지역완결형 돌봄도시’를 만들겠다는 구상이다.

시는 10일 오후 시청 대강당에서 ‘부산형 통합돌봄 비전선포식’을 열고 정책 비전과 추진 방향을 발표했다. 행사에는 박형준 시장을 비롯해 시의회, 구·군 단체장, 공공기관, 민간 복지·의료기관 관계자, 현장 종사자 등 700여 명이 참석했다.

이번 비전 선포는 오는 27일 시행되는 ‘돌봄통합지원법’에 대비해 지역 돌봄체계를 선제적으로 정비하기 위한 것이다. 지금까지 의료·복지·요양 등이 분야별로 나뉘어 추진되면서 퇴원 이후 일상 복귀 과정에서 누수가 발생한다는 지적이 제기돼 왔다.

시는 이런 문제를 해소하기 위해 ‘발굴–계획–연계–제공–점검’으로 이어지는 통합지원 체계를 구축한다. 이를 통해 시민이 읍면동 단위의 통합창구에서 상담, 신청, 계획 수립까지 한 번에 처리할 수 있도록 할 계획이다.

‘부산형 통합돌봄’은 시민 누구나 거주지 인근에서 건강하고 행복한 삶을 누리는 ‘15분 돌봄도시’를 목표로 한다. 시는 비용지원 범위를 중위소득 70% 이하에서 100% 이하로 확대하고, 주거환경개선과 방문운동 등 8종의 특화서비스를 새로 도입해 전국 공통 30개 서비스와 통합 운영할 예정이다.

장기요양재택의료센터는 현재 10곳에서 28곳으로, 퇴원환자 연계 병원은 82곳으로 확대된다. 거동이 불편한 어르신과 퇴원 환자를 대상으로 방문진료를 강화해 의료 사각지대를 줄인다는 방침이다. 시는 이를 통해 돌봄 서비스 대상이 1만5천 명에서 5만 명 수준으로 늘어날 것으로 내다본다.

선포식에서는 건강보험공단 부울경지역본부, 국민연금공단 부산지역본부, 부산사회서비스원, 복지관협회, 재가노인복지협회 등이 업무협약을 맺고 돌봄 대상자 발굴과 사례관리, 서비스 연계 강화 등에 협력하기로 했다.

박형준 시장은 “이제 돌봄은 개인이나 가족만의 몫이 아니라 지역사회가 함께 해결해야 할 과제”라며 “병원에서 집으로, 분절된 지원에서 통합된 돌봄으로 전환해 ‘살던 곳에서 존엄을 지키는 도시 부산’을 만들겠다”고 말했다.

=Mayor Park vows to build a “15-minute care city” centered on citizens’ daily lives

The Busan Metropolitan Government has unveiled its vision for “Busan-style Integrated Care,” an initiative to combine medical, nursing, and welfare services into a unified system as the city enters a super-aged society. The plan aims to create a “15-minute care city” where citizens can receive care and live healthy, fulfilling lives within their own neighborhoods.

The city held its “Busan Integrated Care Vision Declaration Ceremony” on March 10 at City Hall, with about 700 participants including Mayor Park Heong-joon, members of the city council, district mayors, public institutions, and representatives from welfare and medical organizations.

The announcement comes ahead of the implementation of the “Integrated Support Act for Local Care,” which will take effect on March 27. The new framework is designed to address long-standing gaps and overlaps in services that have been provided separately across medical, welfare, nursing, and housing sectors.

Busan plans to establish a seamless service model that links care throughout the stages of “identification–planning–connection–provision–evaluation.” This will allow citizens to access counseling, application, and service planning all in one stop through local community centers.

The “Busan-style Integrated Care” approach envisions a city where every resident can stay healthy and comfortable in their own home within a 15-minute radius. The eligibility threshold for financial support will be expanded from households earning up to 70 percent of the median income to 100 percent. The city will also introduce eight locally customized services, including home environment improvement and exercise visits, integrating them with 30 national standard services.

To strengthen home-based medical support, the number of long-term care and home medical centers will increase from 10 to 28, and the number of partner hospitals for patient discharge support will expand to 82. These measures are expected to raise the number of care service recipients from 15,000 to 50,000.

At the ceremony, key institutions—including the National Health Insurance Service, National Pension Service, Busan Social Service Agency, and the Associations of Welfare and Home Care Centers—signed agreements to cooperate on case management, information sharing, and quality improvement.

Mayor Park stated, “Care should no longer be a private or family burden but a shared responsibility of the community. The essence of Busan’s integrated care is to move from fragmented services to comprehensive support—so that every citizen can live with dignity and peace of mind in the place they call home.”
