[브레이크뉴스=배종태 기자] 부산진구의 대표 주거복지 정책인 전월세 안심계약 매니저 서비스가 (사)한국지방정부학회가 주관한 2025년 한국지방정부 정책대상에서 최우수상을 받았다.  

2023년 부산시에서 처음 시행된 이 서비스는 전세사기 예방을 위해 부동산 계약에 익숙하지 않은 주민과 청년에게 전문가의 1대1 상담과 현장 동행을 제공한다. 부산진구 거주자 또는 예비 거주자는 무료로 이용할 수 있으며, 권리분석, 주거환경 점검, 계약 현장 안심동행, 주거정책 안내 등 실질적인 도움을 받을 수 있다.  

부산진구는 2026년부터 이 서비스를 이용한 청년을 대상으로 중개보수 50% 지원 사업을 연계해 실질적 혜택을 강화하고 있다. 전세사기 피해 예방과 함께 경제적 부담을 줄여 청년층의 주거 안정을 돕는다는 점에서 높은 평가를 받았다.  

김영욱 부산진구청장은 “이번 수상은 청년친화도시 부산진구의 노력이 인정받은 결과”라며 “앞으로도 청년들이 안심하고 정착할 수 있도록 지원을 확대하고, 안심계약 매니저 서비스를 전국적인 피해 예방 모델로 발전시켜 나가겠다”고 말했다.  

[Here’s the English version of the article] Busanjin-gu’s “Jeonse and Monthly Rent Safe Contract Manager Service” Wins Top Prize at the 2025 Korea Local Government Policy Awards

Busanjin-gu’s flagship housing welfare program, the “Jeonse and Monthly Rent Safe Contract Manager Service,” received the top prize at the 2025 Korea Local Government Policy Awards hosted by the Korean Association for Local Government Studies.  

Launched in 2023 as the first of its kind in Busan, the service aims to prevent rental fraud by offering one-on-one consultations and on-site assistance for residents and young people unfamiliar with real estate contracts. Current and prospective residents of Busanjin-gu can use the service free of charge to receive support such as legal rights analysis, property environment inspection, contract accompaniment, and housing policy guidance.  

Starting in 2026, the district expanded the program by introducing a linked initiative offering a 50 percent subsidy on brokerage fees for users aged 39 and under. The initiative both protects young tenants from real estate fraud and reduces their financial burden, earning high praise for its practical impact.  

Busanjin-gu Mayor Kim Young-wook said the award recognizes the district’s efforts to build a youth-friendly city. “We will continue to strengthen support so that young people can settle safely in the community and develop the Safe Contract Manager Service into a nationwide model for preventing rental fraud,” he said.
