[브레이크뉴스=배종태 기자] 오염과 악취의 대명사로 불리던 부산 동천이 100년 만에 생태 하천으로 완전히 탈바꿈한다. 부산시는 기존의 해수 유입 방식 대신 대심도 터널 건설 과정에서 나오는 깨끗한 지하수를 동천으로 끌어들여, 서울 청계천을 능가하는 도심 속 친수 공간으로 조성한다는 계획이다.

 

박형준 부산시장은 1일 오후 부산국제금융센터(BIFC) 22층 라운지에서 정책 브리핑을 열고, 동천을 도시 성장과 생태를 잇는 핵심축으로 되살리는 ｢백년의 귀환, 동천 프로젝트｣를 발표했다.

 

하천 살리기 패러다임 전환… ‘바닷물’ 대신 ‘지하수’

이번 프로젝트의 핵심은 수질 개선의 동력을 ‘바닷물’에서 ‘지하 담수’로 전환한 것이다. 그간 시는 바닷물을 끌어와 오염물질을 희석해왔으나, 근본적인 수질 개선과 악취 차단에는 한계가 있었다.

 

시는 최근 개통된 만덕~센텀 대심도와 향후 건설될 사상~해운대 대심도, 부산형 급행철도(BuTX) 노선에서 발생하는 막대한 양의 지하수에 주목했다. 기술 검토 결과 사상~해운대 구간에서 하루 약 3.5만 톤, BuTX에서 추가 물량 확보가 가능함이 확인됐다. 이는 동천을 청계천 수준의 친수 공간으로 만드는 데 필요한 하루 3.9만 톤을 충분히 감당할 수 있는 규모다.

 

생명·문화·번영의 3대 미래 비전 설정

시는 확보된 담수를 바탕으로 동천의 미래상을 세 가지 핵심 방향으로 정립하여 추진한다.

첫째, 생명의 강을 구현한다. 성지곡수원지부터 북항까지 이어지는 끊어진 물길을 다시 살리는 데 집중한다. 복개된 하천을 단계적으로 복원하고, 수계 전체를 숲길과 산책로로 연결해 도심 속 거대한 생태축을 완성할 계획이다.

 

둘째, 문화의 강을 조성한다. 백양산에서 북항까지 이어지는 생태축을 따라 시민과 관광객이 머물며 휴식할 수 있는 ‘문화의 길’을 만든다. 수변을 따라 다양한 예술·휴식 공간을 배치해 시민의 삶에 여유를 더하는 회복의 공간으로 거듭난다.

 

셋째, 번영의 강으로 이끈다. 동천 복원을 통해 서면 중심 상가의 활력을 되찾고, 문현금융단지부터 북항까지 이어지는 구간을 금융·지식·해양 산업이 집약된 ‘첨단지식서비스 산업 벨트’로 구축해 지역 경제의 새로운 성장 동력으로 삼는다.

지역별 특색 살린 6대 거점 전략

비전 실현을 위해 동천 수계를 따라 지역 특성에 맞춘 6개 거점이 특화 조성된다.

1. 성지곡수원지: 재개장 예정인 시립 어린이동물원과 연계해 생태, 교육, 체험 중심의 ‘어린이생태 체험 교육 플랫폼’으로 꾸민다.

2. 부산시민공원: 대심도와 BuTX에서 확보한 지하수를 시민공원으로 끌어와 부전천을 거쳐 동천으로 흘려보내는 ‘지하수 투입 핵심 거점’ 역할을 수행한다.

3. 서면~부전천: 영광도서와 롯데백화점 일대 등 복개된 도로를 단계적으로 개방해 도심형 친수공간으로 되살린다.

4. 광무교: 교각 하부 유휴공간에 야간 경관 조명과 산책로를 조성해 시민과 관광객이 쉴 수 있는 수변 문화쉼터를 만든다.

5. 국제금융단지: 부산의 경제 중심지에 걸맞게 수변 테라스와 달빛정원을 설치, 24시간 활력이 넘치는 도심형 수변문화공원으로 탈바꿈시킨다.

6. 동천 하류: 수문을 설치해 하류 수위를 안정적으로 관리하고, 해수 역류와 오염을 원천적으로 조절한다.

 

2032년 완공 목표… “부산의 자부심 회복할 것”

시는 대심도 고속도로와 BuTX가 완공되는 2032년을 프로젝트 완성 시점으로 잡고 있다. 사업이 완료되기 전까지는 기존 해수 도수 방식을 병행하며, 현재 진행 중인 ‘문화동천’ 사업을 통해 둘레길 확대와 수질 개선 작업을 선제적으로 이어갈 방침이다.

박형준 시장은 “동천은 과거 대한민국 산업 성장을 이끌었던 상징적인 공간”이라며 “도심 속 생명력을 회복한 동천이 부산 시민의 과거 영광을 미래의 자부심으로 이어주는 가교가 되도록 하겠다”고 밝혔다.

 

이번 프로젝트를 통해 동천은 서면 상권의 활력 회복은 물론, 문현금융단지에서 북항을 잇는 첨단지식서비스 산업 벨트의 생태적 중심지로 자리매김할 전망이다.

Transitioning to freshwater supply for restoration; 6 major waterfront landmarks to be completed by 2032

 

Dongcheon Stream, once a symbol of pollution and odor, is set for a complete transformation into an ecological landmark for the first time in a century. The City of Busan has announced a plan to replace the existing seawater inflow system with clean groundwater sourced from deep-tunnel construction, creating a downtown oasis that rivals Seoul’s Cheonggyecheon Stream.

 

Busan Mayor Park Heong-joon held a policy briefing on the 22nd floor of the Busan International Finance Center (BIFC) on the afternoon of April 1st. During the event, he unveiled the "Return of the Century: Dongcheon Project," a vision to establish the stream as a core axis connecting urban growth with ecological restoration.

 

A Paradigm Shift in River Restoration: From Seawater to Groundwater

The hallmark of this project is the fundamental change in how the water quality is managed. Previously, the city pumped in seawater to dilute pollutants, but this method had limited success in improving water quality or eliminating odors.

 

The city is now pivoting to the abundant groundwater discovered during the construction of the Mandeok-Centum Deep Expressway, the upcoming Sasang-Haeundae Expressway, and the Busan Urban Express Railway (BuTX).

 

▲Securing Water Resources: The city expects to secure approximately 35,000 tons of water daily from the Sasang-Haeundae section, with additional volume from the BuTX line.

▲Cheonggyecheon-Level Supply: This total capacity is sufficient to meet the 39,000 tons required daily to transform Dongcheon into a clean, swimmable urban waterfront.

▲Ecological Recovery: By flowing clean freshwater, the city aims to fundamentally resolve the pollution issues and return the "River of Life" to its citizens.

 

Three Future Visions: Life, Culture, and Prosperity

Based on the secured freshwater, the city has established three core directions for the future of Dongcheon Stream:

1. River of Life: Focuses on reviving the disconnected waterways from Seongjigok Reservoir to North Port. Covered sections of the stream will be restored in stages, and the entire water system will be connected via forest paths and trails to complete a massive urban ecological axis.

2. River of Culture: A "Path of Culture" will be created along the ecological axis from Mt. Baekyang to North Port, where citizens and tourists can rest and recover. Various artistic and recreational spaces will be placed along the waterfront to add leisure to citizens' lives.

3. River of Prosperity: The restoration aims to revitalize the Seomyeon commercial district and establish a "High-Tech Knowledge Service Industry Belt" from the Munhyeon Finance District to the North Port, serving as a new engine for regional economic growth.

 

Strategies for 6 Major Regional Hubs

To realize this vision, six strategic locations along the Dongcheon waterway will be developed:

1. Seongjigok Reservoir: In connection with the scheduled reopening of the City Children's Zoo, it will be developed into a "Children's Ecological Experience and Education Platform."

2. Busan Citizens Park: This area will serve as the "heart" of the waterway, receiving deep-groundwater from the expressways and BuTX to be sent through Bujeon Stream to Dongcheon.

3. Seomyeon to Bujeon Stream: Covered roads near Yeonggwang Bookstore and Lotte Department Store will be opened in stages to restore them as urban-type waterfront spaces.

4. Gwangmu Bridge: Nightscape lighting and trails will be installed in the underutilized space beneath the bridge to create a waterfront cultural rest area.

5. International Finance District (BIFC): Befitting Busan's economic center, waterfront terraces and "Moonlight Gardens" will be installed to transform it into a 24-hour urban cultural park.

6. Lower Dongcheon Stream: Water gates will be installed to maintain stable water levels and fundamentally block seawater backflow and pollution.

 

Target Completion by 2032: "Restoring Busan’s Pride"

The City of Busan aims to finalize the project by 2032, coinciding with the completion of the Sasang-Haeundae Expressway and the BuTX. Until then, the city will continue the current seawater inflow system while preemptively expanding trails and improving water quality through the "Cultural Dongcheon" initiative, which has a total budget of 300 billion KRW.

 

"Dongcheon is a symbolic space that once led Korea’s industrial and economic growth," said Mayor Park Heong-joon. "By restoring its vitality, we will ensure that the past glory and pride of Busan residents continue into the future."

 

Through this project, Dongcheon Stream is expected to not only revitalize the Seomyeon commercial district but also establish itself as the ecological center of a high-tech knowledge service industry belt connecting the Munhyeon Finance District to the North Port.
