[브레이크뉴스=배종태 기자] 부산역 일대 상습 정체 해소를 위한 충장지하차도가 3월 31일 오후 2시부터 우선 개통된다. 부산시는 배후도로 건설 지연으로 인한 시민 불편을 줄이기 위해 지하차도 일부 구간을 먼저 개방하며, 도심 교통 흐름 개선에 나선다.

 

공사 지연 속 ‘선 개통’ 결정

충장지하차도는 북항 재개발 광역교통 개선대책의 핵심 사업이다. 그러나 2019년 10월 착공 이후 예기치 못한 현장 여건 변화로 배후도로 준공이 늦어지면서 전체 개통이 지연됐다. 이에 시는 지난해 11월 행정협의회를 시작으로 해양수산부와 협의를 진행해 지하차도 구간 우선 개통을 결정했다. 장기 공사에 따른 시민 불편을 더 이상 방치할 수 없다는 판단이 반영됐다.

 

왕복 4차선 1.86km…핵심 구간 연결

이번에 개방되는 구간은 왕복 4차선, 총연장 1.86km 규모다. 충장고가교에서 충장대로 진입 후 약 300m 지점부터 부산세관 인근까지 이어진다. 이 구간은 부산역과 항만 물류 이동이 집중되는 핵심 축으로, 평소 상습 정체가 발생해 왔다.

 

170여 건 보완…안전 확보 총력

시는 안전한 개통을 위해 사전 점검을 강화했다. 올해 1월부터 관계기관과 합동으로 상시 점검을 실시해 170여 건의 보완 사항을 도출했고, 개통 전까지 대부분 정비를 마무리할 계획이다.

 

특히 터널 내 화재 및 비상 상황에 대비한 피난 유도시설과 안전 설비를 집중 점검했으며, 충장고가교와 지하차도 합류 지점의 병목 현상과 사고 위험 요소도 면밀히 살폈다. 개통 이후에도 경찰과 협력해 교통 흐름을 지속 관리할 방침이다.

 

신호 없이 통과…이동 시간 단축 기대

지하차도 개통으로 충장대로 이용 차량은 주요 교차로에서 신호 대기 없이 이동할 수 있게 된다. 기존 공사 구간 6차로에 더해 지하 4차로가 추가되면서 교통량이 분산되고, 3부두·4부두 교차로 등 혼잡 구간을 정차 없이 통과할 수 있어 이동 시간이 크게 줄어들 전망이다. 특히 부산역과 북항을 오가는 물류 차량의 흐름이 개선돼 도심 교통 전반의 효율성이 높아질 것으로 기대된다.

“시민 불편 해소 최우선”…후속 공사도 속도

박형준 시장은 “이번 우선 개통은 시민 불편 해소를 위해 관계기관이 긴밀히 협력한 결과”라며 “개통 이후에도 안전 관리에 만전을 기하고, 상부 도로를 포함한 전체 공사가 조속히 마무리될 수 있도록 최선을 다하겠다”고 밝혔다.

 

부산시는 향후 배후도로 공사 완공과 함께 북항 재개발 교통 체계를 단계적으로 정비해 도심 교통 환경을 지속적으로 개선해 나갈 계획이다.

Busan will partially open the Chungjang Underpass at 2 p.m. on March 31 in an effort to relieve chronic traffic congestion around Busan Station. The early opening is intended to minimize public inconvenience caused by delays in the completion of surrounding road construction.

 

Early Opening Amid Construction Delays

The Chungjang Underpass is a key component of the North Port redevelopment’s broader transportation improvement plan. Construction began in October 2019 but has been delayed due to unforeseen site conditions. In response, the city held administrative consultations starting in November last year and worked with the Ministry of Oceans and Fisheries to move forward with a partial opening. The decision reflects efforts to alleviate prolonged traffic disruption for residents.

 

1.86 km, Four-Lane Key Corridor

The newly opened հատված includes a 1.86-kilometer, four-lane (two lanes in each direction) underground roadway. It connects a point დაახლოებით 300 meters from the Chungjang Overpass entrance on Chungjang-daero to the vicinity of the Busan Customs Office. This corridor is a critical route frequently affected by heavy congestion due to passenger and freight traffic near the station and port.

 

Extensive Safety Checks Completed

To ensure a safe opening, the city conducted comprehensive inspections in advance. Since January, officials and relevant agencies have identified and addressed more than 170 issues. Particular attention was given to tunnel safety systems, including emergency evacuation guidance facilities.

 

Authorities also reviewed potential bottlenecks and accident risks at merging sections between the overpass and underpass. Ongoing coordination with police will continue after the opening to maintain smooth traffic flow.

 

Reduced Travel Time Expected

With the underpass in operation, vehicles traveling along Chungjang-daero will be able to pass through key intersections without stopping at traffic signals. The addition of four underground lanes to the existing six-lane surface road is expected to distribute traffic more efficiently

 

Drivers will be able to bypass major intersections near Piers 3 and 4, significantly reducing travel time. Improved traffic flow is also expected to benefit logistics movement between Busan Station and the North Port.

 

City Pledges Continued Safety and Completion Efforts

Park Heong-joon stated that the early opening is the result of close cooperation among related agencies aimed at reducing public inconvenience. He added that the city will continue to prioritize safety management and work toward the timely completion of the remaining surface road construction.

 

The city plans to further enhance the transportation network in line with the phased development of the North Port area.
