[브레이크뉴스=배종태 기자] 부산시가 지역 전략산업의 미래를 이끌 정주형 인재 양성을 위해 지자체와 교육청 기업 대학이 손을 잡는 대규모 협력 체계 구축에 나섰다.

부산시는 25일 오후 5시 부산시교육청 국제회의실에서 박형준 부산시장과 김석준 교육감 기업 및 대학 관계자 등 10개 기관장이 참석한 가운데 협약형 특성화고등학교 육성을 위한 업무협약을 체결했다. 이번 협약은 교육부의 2026년 협약형 특성화고 선정 공모를 앞두고 지역 기관들의 역량을 결집해 최적의 교육 환경을 조성하기 위해 마련됐다.

지역 산업 맞춤형 교육으로 인재 양성에서 취업과 정주까지 선순환 구조 확립

협약형 특성화고등학교는 지자체와 교육청이 기업 대학 등과 긴밀하게 협력하여 지역 주력 산업과 발전 전략에 부합하는 맞춤형 교육을 실시하는 학교 모델이다. 단순히 기술 인력을 배출하는 수준을 넘어 지역 인재가 고향에서 교육받고 지역 우수 기업에 취업해 뿌리를 내리는 정주형 인재 양성을 핵심 목표로 삼았다.

이번 공모에는 부산의 미래 먹거리와 직결된 두 학교가 전면에 나섰다. ▲경남공업고등학교는 시 산업정책과와 HJ중공업 한국해양대 한국조선해양플랜트협회 등이 참여해 조선 및 해양플랜트 분야의 차세대 전문가를 육성한다. ▲금샘고등학교는 시 반도체신소재과와 주식회사 아이큐랩 동의대 부산테크노파크가 협력해 전력반도체 분야의 실무 인재 양성에 속도를 낸다.

기관별 역할 분담 행정 지원부터 채용까지 원스톱 협력 체계 가동

협약에 따라 참여 기관들은 각자의 전문성을 살려 유기적으로 움직인다. 부산시는 행정적 재정적 지원을 전담하며 시교육청은 자율학교 지정과 교원 배치 등 제도적 뒷받침을 맡았다.

학교는 기업 수요에 맞춘 학과 개편과 교육과정 운영을 담당하고 기업과 관계기관은 학생들의 현장 실습과 졸업생 우선 채용을 약속했다. 대학은 고교와 연계된 교육과정을 운영하며 취업 후에도 전문성을 높일 수 있는 후학습 경로를 지원할 계획이다.

박형준 부산시장은 이번 협약은 단순한 교육 협력을 넘어 부산의 미래 산업 지형을 설계한다는 점에서 의미가 매우 크다고 밝혔다. 이어 경쟁력 있는 도시의 조건은 결국 우수한 인재인 만큼 부산의 전략산업에 꼭 필요한 인재를 지역에서 체계적으로 키워낼 수 있도록 지원을 아끼지 않겠다고 덧붙였다.

시교육청은 오는 4월 23일까지 구체적인 사업계획서를 작성해 교육부에 제출할 방침이다. 교육부는 서류 심사와 현장 실사 등을 거쳐 오는 6월 최종 선정 결과를 발표할 예정이다.

Busan City is establishing a robust cooperation system involving the local government the office of education corporations and universities to cultivate locally rooted talent who will lead the city's strategic industries.

Busan Metropolitan City announced that Mayor Park Heong joon the Superintendent of Education and heads of 10 participating institutions signed a Memorandum of Understanding at the Busan Metropolitan Office of Education on March 25th at 5:00 PM. This agreement is designed to consolidate regional capabilities ahead of the Ministry of Education's 2026 selection process for Covenant Specialized High Schools.

A Virtuous Cycle of Talent Employment and Settlement through Industry Customized Education

The Covenant Specialized High School is a model where local governments and education offices collaborate with companies and universities to provide specialized curricula aligned with regional flagship industries. The core objective is to move beyond simple technical training and foster locally rooted talent who are educated in the region hired by local companies and eventually settle down in the community.

Two schools each linked to Busan's core strategic industries are set to apply for the designation. Gyeongnam Engineering High School is partnering with HJ Shipbuilding and Construction and Korea Maritime and Ocean University to nurture experts in the Shipbuilding and Offshore Plant sectors. Geumsaem High School is collaborating with iCOUP Dong eui University and the Busan Techno Park to focus on cultivating professionals for the Power Semiconductor industry.

Clear Roles Among Institutions From Administrative Support to Direct Hiring

Under the agreement the participating institutions will operate an organic cooperation system. Busan City will provide administrative and financial support while the Office of Education will handle institutional backing such as designating autonomous schools and managing teacher assignments.

Corporations and related agencies will offer hands on field training and prioritize hiring graduates. Meanwhile universities will support linked curricula and provide post learning pathways allowing graduates to continue their advanced studies while working.

This agreement is significant in that it goes beyond simple educational cooperation it is about designing the future of Busan's industry said Mayor Park Heong joon. Since the competitiveness of a city ultimately depends on its people we will provide full support to systematically nurture the customized talent required for Busan's strategic industries right here in our region.

The Busan Metropolitan Office of Education plans to submit the final business proposal to the Ministry of Education by April 23rd. The final selection results from the Ministry are expected to be announced this June.
