[브레이크뉴스=배종태 기자] 부산시는 지역 대학과 산업의 협력 성과를 공유하고 향후 정책 방향을 논의하는 2026 부산형 라이즈 동행포럼을 4일부터 5일까지 해운대 시그니엘 부산에서 개최한다.  

 

부산형 라이즈는 대학 특성화와 지역산업 연계를 목표로 한 지역혁신 중심 대학지원체계로, 지난해 5월부터 21개 대학이 122개 과제에 1341억 원을 투입해 본격 추진돼 왔다.  

 

이번 포럼에는 박형준 부산시장과 김헌영 중앙라이즈위원회 위원장, 최재원 부산라이즈위원회 공동위원장인 부산대 총장을 비롯해 지역 대학 총장, 기업인, 혁신기관 관계자, 대학생 서포터스 등 300여 명이 참석한다.  

 

첫날에는 1차 연도 성과 보고와 사례 발표, 지산학 대담, 넥스트 라이즈 비전 선언이 진행된다. 학생과 기업인은 창업과 취업, 기술개발 등 현장 변화를 공유하고, 각계 대표들은 지역사회의 기대와 비전을 논의한다. 라이즈 발전 방향을 주제로 한 전문가 포럼도 마련됐다.  

 

둘째 날에는 대학별 성과 발표와 기관별 협력사업 설명회, 분과위원회 회의가 이어진다. 부대행사로는 부울경 대학생들이 부산을 주제로 게임, 웹툰, 관광, 디자인 콘텐츠를 제작해 발표하는 부산 콘텐츠 경진대회가 열린다.

시는 시행 8개월 만에 교육, 산업, 정주를 연결하는 구조 혁신을 이뤘다고 밝혔다. 지난해 2만5천여 명의 라이즈형 인재를 양성했고, 기장 반도체 소부장단지에 조성된 필드캠퍼스는 전국 최초의 교육과 산업, 고용이 연계된 모델로 평가받았다.  

 

지역대학은 2125개 기업과 협력 체계를 구축해 기술개발과 공동연구 등 다양한 성과를 냈으며, 이 과정에서 CES 혁신상 수상 기업 4곳이 배출됐다. 또한 지역특화비자와 광역형 비자 시범사업으로 외국인 유학생 2만2천 명 시대를 열었다.  

 

부산대는 세계 대학평가기관 QS 순위를 갱신하며 3년 연속 국립대 1위를 기록했고, 지역대학 입시 경쟁률도 평균 46퍼센트를 넘기는 등 상승세를 보였다.  

 

시는 올해 정부의 서울대 10개 육성과 초광역 라이즈 정책에 선제 대응한다는 계획이다. 지역대학 간 연합형 공유대학을 확대하고, 연구 중심형, 교육 중심형, 직업·평생교육 중심형으로 나눠 특성화 전략을 추진한다.

박형준 시장은 "올해는 각 대학의 시도와 성과가 더 넓게 연결되는 중요한 시기라며 부산의 대학들이 자율적 혁신을 추진하면서도 필요할 때는 유연하게 협력해 주길 바란다"고 말했다.  

 

박 시장은 이어 "또 라이즈가 지역혁신을 넘어 국가 균형발전의 선도 모델로 자리 잡을 수 있도록 준비하겠다"고 덧붙였다.  

 

[Here're an English version of  the article] Busan Hosts 2026 RISE Forum to Showcase Regional Innovation and University-Industry Achievements 

 

Busan City is hosting the 2026 Busan RISE Partnership Forum from February 4 to 5 at Signiel Busan in Haeundae to share the first-year achievements of the Busan-type RISE initiative and present new policy directions for 2026.  

 

The Busan-type RISE, short for Regional Innovation System & Education, is a local university support program designed to strengthen links between higher education and regional industries. Since its launch in May last year, 21 universities have carried out 122 projects with a total investment of 134.1 billion won.  

 

About 300 participants, including Busan Mayor Park Heong-joon, Central RISE Committee Chair Kim Heon-young, and Busan RISE Co-chair Choi Jae-won, who is also the president of Pusan National University, are taking part in the event along with other university presidents, business leaders, innovation agency officials, and student supporters.  

 

The first day features a report on the first-year outcomes, case presentations, a discussion among representatives from government, industry and academia, and a Next RISE vision declaration. Students and entrepreneurs will share field-based innovations in start-ups, employment and technology development, followed by an expert forum on advancing RISE initiatives.  

 

On the second day, each university will present its project results, and regional innovation agencies will outline cooperative programs. A Busan Content Contest, showcasing creative works by university students from Busan, Ulsan and Gyeongnam, will also take place.  

 

Despite only eight months of execution, the city said the RISE initiative has driven meaningful structural innovation linking education, industry and local communities. More than 25,000 students have been trained through field-based programs, and the Field Campus established in the Gijang semiconductor cluster has become the nation’s first integrated site connecting education, industry and employment.  

 

Local universities have built partnerships with over 2,100 companies on joint research and technology development, producing four CES Innovation Award-winning firms. Meanwhile, new visa programs have attracted more than 22,000 international students to Busan.  

 

Pusan National University achieved its highest-ever rank in the QS World University Rankings and remained the No. 1 national university in Korea for the third consecutive year, while university admission competition in the city rose to an average of 46 percent.  

 

Looking ahead, the city plans to align with upcoming government initiatives such as the “Ten Seoul National Universities” project and the “Super-Regional RISE” plan. Busan will expand university collaboration networks and promote specialization among research-focused, education-focused, and vocational lifelong-learning universities.  

 

Mayor Park said this year marks an important stage in broadening and deepening RISE’s achievements, urging universities to pursue autonomous innovation while engaging in flexible cooperation.  

 

He added that Busan aims to develop its RISE model as a leading example of regional innovation and balanced national growth.
