[브레이크뉴스=배종태 기자] 부산시와 경상남도가 5년간 답보 상태였던 '낙동강 수계 취수원 다변화 사업'의 실질적인 해결책을 모색하기 위해 20일 머리를 맞댔다.

이날 오후 4시 경남도청에서는 박상웅 국회의원(밀양·의령·함안·창녕)의 제안으로 박형준 부산시장, 박완수 경남도지사, 의령군수, 창녕군수, 기후에너지환경부 물이용정책관, 창녕군 반대대책위원장 등 핵심 관계자 7명이 참석한 가운데 간담회가 열렸다.

이번 회동은 2021년 '낙동강통합물관리방안' 마련 이후 진전이 없었던 취수원 다변화 사업의 돌파구를 찾기 위해 성사됐다. 참석자들은 전반적인 사업 추진 계획을 점검하고, 취수 지역 주민들이 우려하는 농업 피해 예방 대책과 지역 상생 지원 방안을 집중적으로 논의했다.

박완수 경남도지사는 “안정적인 물 공급이라는 공익적 가치와 함께, 사업추진의 전제조건인 주민 수용성 확보가 무엇보다 중요하고, 특히 도민들의 실질적인 농업피해 대책 마련과, 피해 시 적절한 보상방안이 마련되어야 한다”라며, “우리 도는 주민의 목소리를 경청하고, 정부와 지자체 간 합리적인 의사소통이 이루어질 수 있도록 책임있는 조정자 역할을 다하겠다”라고 밝혔다.

박상웅 국회의원은 “취수원다변화사업이 주민 삶과 미래가 걸린 중대한 정책인 만큼, 부산시·경남도·기후부·의령군·창녕군 등 관계기관이 참여하는 상설 협의체를 통해 검증과 보완, 소통, 이행 점검까지 전 과정을 체계적으로 관리해야 한다”라며, “창녕과 의령 군민의 권익 보호와 생태계 보존 및 지역 상생의 원칙 아래 갈등이 아닌 협력으로 해법을 마련할 수 있도록 국회 차원에서도 책임있는 역할을 다하겠다”라고 강조했다.

박형준 부산시장은 “부산시와 경상남도가 취수원다변화사업의 성공적 추진을 위해 관계기관과 취수지역 주민들의 목소리를 경청하는 소통의 장을 마련한 것은 매우 뜻깊다”라며, “이번 간담회가 상호 신뢰를 바탕으로 실질적인 해법을 모색하는 계기가 되길 기대한다”라고 말했다.

이어, “취수원 다변화 사업은 단순히 물을 나누는 사업을 넘어, 부산과 경남이 번영의 미래로 함께 가는 '상생의 길'”이라며, “정부와 지자체가 머리를 맞대고 마련한 대책을 주민들께 충분히 설명하고 우려를 해소해, 부산과 경남, 창녕·의령이 함께 30여 년간 이어진 낙동강 물 문제를 해결하는 모범적 협력 모델을 만들어 나가겠다”라고 강조했다.

참석자들은 향후 주민설명회를 개최해 현장의 목소리를 수렴하고 이를 사업 계획에 적극 반영하는 등 상생 협력을 위한 후속 조치를 이어가기로 합의했다.

Busan City and Gyeongsangnam-do came together on February 20 to seek a practical solution to the long-stalled “Nakdong River Water Source Diversification Project,” which has seen little progress over the past five years.  

The meeting, held at 4 p.m. at the Gyeongnam Provincial Office, was initiated by Rep. **Park Sang-woong** (representing Miryang, Uiryeong, Haman, and Changnyeong). Attendees included **Busan Mayor Park Heong-joon**, **Gyeongnam Governor Park Wan-su**, the heads of Uiryeong and Changnyeong Counties, an official from the Ministry of Environment’s Water Utilization Policy Bureau, and the head of the Changnyeong Residents’ Countermeasure Committee — a total of seven key stakeholders.  

The discussions were convened to find a breakthrough for the project, which had shown no progress since the government established the *Nakdong River Integrated Water Management Plan* in 2021. Participants reviewed the project’s overall implementation plan and focused on addressing concerns from local residents about potential agricultural damage, as well as ways to ensure mutual benefits for the involved regions.  

Governor Park Wan-su stressed that *“ensuring a stable water supply is a matter of public interest, but securing residents’ acceptance of the project is an absolute prerequisite.”* He added that *“the province will do its utmost to listen to local voices, prepare concrete measures to prevent and compensate for any agricultural losses, and play a responsible role as a mediator between the government and local governments.”*  

Rep. Park Sang-woong emphasized that *“the water source diversification project is a critical policy that directly affects the lives and futures of local residents.”* He proposed the establishment of a *standing consultative body* — involving Busan, Gyeongnam Province, the Ministry of Environment, and Uiryeong and Changnyeong Counties — to ensure systematic management of every stage of the process, including verification, coordination, communication, and progress monitoring. He pledged that the National Assembly *“will also take an active role in ensuring cooperation over conflict, guided by principles of environmental conservation, protection of residents’ rights, and regional coexistence.”*  

Busan Mayor Park Heong-joon noted that *“this meeting is meaningful because Busan and Gyeongnam have created a platform to listen to both the residents’ voices and those of all stakeholders.”* He expressed hope that *“today’s discussion will build mutual trust and serve as a starting point for finding practical solutions.”*  

He continued, *“This project is not merely about dividing water sources. It represents a shared path toward prosperity — a future of coexistence between Busan and Gyeongnam.”* Mayor Park pledged that Busan will *“continue working with the central and local governments to explain the plan thoroughly to residents, ease their concerns, and turn this effort into a model of cooperation that resolves the Nakdong River’s decades-old water issue.”*  

All participants agreed to hold follow-up meetings and public briefing sessions to gather residents’ input directly from the field and incorporate it into future plans, reaffirming their commitment to ongoing cooperation.
