[브레이크뉴스=배종태 기자] 부산시와 기장군이 정관신도시를 연결하는 도시철도 정관선 건설을 위해 손을 맞잡았다. 양 기관은 사업비 분담과 행정 지원을 구체화하는 협약을 맺고, 오는 2028년 착공을 목표로 사업 추진에 속도를 내기로 했다.

사업 추진을 위한 상호 협력체계 구축

부산시는 16일 오후 시청 국제의전실에서 기장군과 도시철도 정관선 건설사업 기본 협약을 체결했다. 이번 협약은 사업의 안정적인 추진을 위해 시와 군의 역할을 명확히 규정하고자 마련됐다.

협약에 따라 부산시는 기본계획 수립과 설계, 공사 발주 등 사업 전반을 총괄 운영하며, 기장군은 사업비 분담과 각종 인허가 협조, 주민 의견 수렴 등 행정적 지원을 뒷받침한다. 두 기관은 실무협의체를 구성해 긴밀한 소통을 이어갈 방침이다.

노선 규모와 광역 교통망 구축 효과

정관선은 기장군 정관읍 월평리에서 정관신도시를 거쳐 동해선 좌천역까지 이어지는 총연장 12.8킬로미터 구간으로 조성된다. 해당 노선에는 13곳의 정거장과 1곳의 차량기지가 들어서며, 신교통수단인 노면전차(트램)가 운행될 예정이다.

특히 정관선은 부산-양산-울산 광역철도 및 동해선과 환승 체계를 구축함으로써 동부산권 순환 철도망의 핵심 역할을 할 것으로 기대를 모으고 있다. 이를 통해 부산과 인근 도시를 잇는 광역 경제권 형성이 가속화될 전망이다.

사업비 확보와 향후 추진 일정

이번 사업에 투입되는 총사업비는 4천794억 원 규모다. 국비 2천276억 원 외에 부산시가 1천518억 원, 기장군이 1천억 원을 각각 분담하기로 확정하면서 재정적 기반이 마련됐다. 부산시는 올해 진행 중인 타당성 평가와 기본계획 수립 절차를 차질 없이 마무리하고, 2028년 공사에 들어가 2032년까지 개통을 완료한다는 계획이다.

박형준 시장은 "이번 협약은 정관선 건설사업을 실질적으로 추진하기 위한 중요한 이정표이다. 시와 기장군이 긴밀히 협력해 동부산권 교통 불편을 해소하고, 광역생활권을 연결하는 순환 교통망을 차질 없이 구축해 나가겠다"라며 "정관선 건설사업이 원활히 추진될 수 있도록 관계기관과의 협력을 강화하고, 시민이 체감할 수 있는 교통환경 개선을 위해 행정력을 집중할 계획"이라고 밝혔다.

Busan City announced that it signed the Framework Agreement for the Jeonggwan Line Urban Rail Construction Project with Gijang-gun at the City Hall’s International Protocol Hall on the afternoon of the 16th. This agreement was designed to clearly define the roles and cooperative duties between the city and the county to ensure stable project implementation.

According to the agreement, Busan City will oversee the overall project, including establishing the master plan, design, and construction procurement. Gijang-gun will provide administrative support, including cost-sharing, assistance with permits, and the collection of resident feedback. Both institutions plan to maintain a close cooperation system by forming and operating a working-level consultative body.

Route Scale and Effects of Building a Regional Transportation Network

The Jeonggwan Line will span a total length of 12.8 kilometers, starting from Wolpyeong-ri in Jeonggwan-eup, Gijang-gun, passing through Jeonggwan New Town, and reaching Jwacheon Station on the Donghae Line. The route will feature 13 stations and one depot, with plans to operate as a tram, a modern form of streetcar.

In particular, the Jeonggwan Line is expected to play a key role in the East Busan circulation rail network by establishing transfer systems with the Busan-Yangsan-Ulsan Regional Railway and the Donghae Line. This is anticipated to accelerate the formation of a regional economic zone connecting Busan with neighboring cities.

Budget Securing and Future Implementation Schedule

The total project cost is estimated at 479.4 billion KRW. With the financial foundation secured through a cost-sharing plan of 227.6 billion KRW from national funds, 151.8 billion KRW from Busan City, and 100 billion KRW from Gijang-gun, the project has entered a full-scale implementation phase. Busan City plans to complete the ongoing feasibility evaluation and master plan procedures this year, with the goal of breaking ground in 2028 and opening the line by 2032.

Mayor Park Heong-joon stated, "This agreement is a significant milestone for the substantial implementation of the Jeonggwan Line construction project. Busan City and Gijang-gun will cooperate closely to resolve transportation inconveniences in the East Busan area and build a circulation transportation network that connects regional living zones without a hitch." He added, "We will strengthen cooperation with relevant agencies to ensure the smooth progress of the Jeonggwan Line project and concentrate our administrative power on improving the transportation environment so that citizens can experience the benefits firsthand."
