[브레이크뉴스=배종태 기자] 부산시가 지역상품 구매 확대를 위한 전국 최초 ‘공공계약 실시간 모니터링 시스템’을 가동하며 2026년 목표 구매율 70% 달성을 추진한다.

 

부산시는 26일 시청 대회의실에서 ‘지역상품 구매확대 종합대책 보고회’를 열고, 정책 추진 2개월 만에 지역상품 구매율이 63%로 상승했다고 밝혔다.

 

지난해 41.5%에 머물렀던 구매율은 올해 63%로 급등하며 약 2천600억 원 규모의 신규 부가가치가 창출됐다. 시는 목표를 기존 60%에서 70%로 상향 조정했다.

 

데이터 기반 사각지대 진단

조달청 공공계약 30만 건을 분석한 결과, ▲대형공사에서 지역업체 참여율 저조(6.8%) ▲IT·엔지니어링 용역 수도권 쏠림 ▲관행적 지역외 구매 등 3대 사각지대를 확인했다.

 

이를 해결하기 위해 300억 이상 국가 발주 대형공사 지역 가점 신설, 장기계속계약 분할 발주 의무화, IT 유지보수 사업의 공사 전환 등을 추진한다.

 

전국 최초 공공계약 실시간 모니터링

부산시는 전국 지자체 최초로 2천405개 기관 계약 내역을 24시간 추적하는 시스템을 도입했다. 이 시스템은 기관별 수주 랭킹 공개, 지역 업체 자동 매칭, 지역 제한입찰 미적용 공고 탐지 및 알림 기능을 통해 역외 구매를 사전 차단한다.

 

민간보조금·위탁금에도 지역상품 우선 적용

연간 5천525억 원 규모 민간보조금과 위탁금에도 지역상품 우선 이용을 의무화한다. 지역상품 구매를 단순 권고가 아닌 ‘사회적 책임’으로 관리해 체계적 실행을 강화한다.

분야별 실행 전략 강화

건설 분야에서는 지역 하도급률 90% 달성을 목표로 기술·장비·시공 실적 데이터베이스를 구축해 원도급사에 제공한다.

 

민간 건축 부문은 하도급 참여율 70% 목표로 관리 범위를 분양·입주 서비스까지 확대하고 월간 점검 체계를 적용한다.

 

공사 공단은 구매계약 적절성 사전검토제를 시행해 발주 전 지역 업체 우선 필터링과 타 지역 상품 구매 시 사유서 제출을 의무화한다.

 

박형준 시장은 “지역상품 구매 확대는 지역 기업 자생력을 높이는 핵심 경제 정책”이라며, “공공계약 실시간 모니터링과 정밀 대책을 결합해 2026년 지역업체 수주율 70% 달성을 반드시 완수하겠다”고 말했다.

 

Mayor Park Aims for 70% Local Product Purchase Rate, Launches First-of-its-Kind Real-Time Public Contract Monitoring

 

Busan is stepping up efforts to boost local product purchases with the nation’s first “real-time public contract monitoring system,” aiming for a 70% local procurement rate in 2026.

 

Local Purchase Rate Hits 63%

On March 26, the city held a “Comprehensive Plan for Expanding Local Product Purchases” briefing at City Hall, reporting that local procurement had already reached 63% just two months into the policy.

Up from 41.5% last year, this increase is expected to generate roughly 260 billion won in new value added. The city has raised its target from 60% to 70%.

 

Data-Driven Gap Analysis

Analysis of 300,000 public procurement contracts identified three main gaps: low participation of local firms in large-scale projects (6.8%), concentration of high-value IT and engineering services in the Seoul metropolitan area, and habitual purchases of non-local products even when local alternatives exist.

 

To address these, Busan plans to introduce a participation bonus for local firms in projects over 30 billion won, require strategic splitting of long-term contracts, and convert IT maintenance projects into construction contracts to encourage local participation.

 

Real-Time Public Contract Monitoring

For the first time in South Korea, Busan is tracking contracts from 2,405 institutions around the clock.

The system displays institution-by-institution local procurement rankings, automatically matches non-local items with local suppliers, and detects non-local bids in real time to prevent local procurement leakage before contracts are finalized.

 

Local Preference Extended to Private Funds

The city will also mandate local product use for private grants and entrusted funds totaling 552.5 billion won annually. Local procurement will be treated as a “social responsibility” rather than a recommendation, ensuring systematic compliance.

 

Strengthening Execution Across Sectors

In construction, the city aims for a 90% local subcontracting rate by providing databases of local firms’ skills, equipment, and project experience to prime contractors.

 

In private construction, the local subcontracting target is 70%, with oversight expanded across the full lifecycle of projects, including sales and move-in services, monitored monthly.

 

Public corporations will implement a “pre-contract review” to filter local suppliers first and require justification for non-local purchases, blocking habitual outsourcing.

 

Mayor Park Hyung-jun said, “Expanding local product purchases is not just about consumption—it strengthens the self-reliance of Busan companies. By combining real-time monitoring with precise institutional measures, we will achieve a 70% local procurement rate in 2026.”
