[브레이크뉴스=배종태 기자] 박형준 부산시장은 최근 중동 정세 불안으로 인한 유가 상승과 종량제봉투 수급 불안 우려에 대응해 “위기 상황을 악용해 시민 생활에 불편을 주는 행위는 엄정히 관리하겠다”며 비상 관리체계 가동을 지시했다.  

부산시는 시내 16개 구·군을 대상으로 종량제봉투 재고 전수조사를 실시한 결과, 최소 6개월 이상 충분한 비축 물량을 확보해 수급에 문제가 없다고 밝혔다. 시는 향후 비상대책반을 운영해 종량제봉투 공급 상황을 상시 점검하고, 사재기나 비정상적 유통 행위에 대한 감시를 강화한다. 필요할 경우 1인당 구매량 제한 등 탄력적 관리방안도 검토한다.  

부산시는 종량제봉투 가격이 각 구·군 조례로 정해져 있어 시장 상황에 따라 즉시 인상되지 않는다며, 근거 없는 가격 인상설에 현혹되지 말고 과도한 구매를 자제해 달라고 당부했다.  

한편, 환경부 발표에 따르면 부산시의 생활폐기물 물질재활용률은 52.5%로 전국 평균인 35.7%를 크게 상회한다. 이는 시민 참여와 재활용 인프라 확충 등 시의 자원순환 정책이 결실을 맺은 결과로 분석된다.  

시는 앞으로도 2030년 생활폐기물 직매립 금지에 대비해 플라스틱 감축을 골자로 한 ‘부산형 탈플라스틱 로드맵’ 마련에 속도를 낼 계획이다. 시는 지난 24일 공공·학계·업계·시민사회 전문가 자문회의를 열고, 연내 완성도 높은 로드맵 수립을 목표로 논의를 이어가고 있다.  

Busan Activates Emergency Management System for Garbage Bags to Minimize Citizen Inconvenience

Busan Mayor Park Heong-joon has ordered the activation of an emergency management system in response to growing concerns about garbage bag supply instability triggered by rising oil prices amid tensions in the Middle East. He emphasized that “any acts exploiting external crises to inconvenience citizens will be strictly monitored.”  

Following an inspection of all 16 districts, the city confirmed that each has at least a six-month stockpile of garbage bags, ensuring stable supply. The city will operate an emergency task force to monitor supply conditions daily, strengthen oversight against hoarding or unfair sales, and, if necessary, consider temporary purchase limits per person.  

Busan also reminded residents that garbage bag prices are set by district ordinances and will not rise immediately with market fluctuations. The city urged citizens not to be misled by false information and to refrain from excessive purchasing.  

According to the Ministry of Environment, Busan’s municipal waste recycling rate reached 52.5%, far exceeding the national average of 35.7%. This achievement is attributed to citizens’ active participation in waste separation and the city’s continuous investment in recycling infrastructure and resource circulation.  

Looking ahead, Busan is accelerating its efforts to draft a “Busan Plastic-Free Roadmap” in preparation for the nationwide ban on direct landfill of municipal waste by 2030. On March 24, the city held a consultation meeting with experts from government, academia, industry, and civil society to discuss major goals and strategies. The roadmap is expected to be completed later this year.
