[브레이크뉴스=배종태 기자] 부산경찰청이 응급구조사 자격증을 불법 대여받아 운전사를 응급구조사로 사칭시키고 환자를 이송한 사설구급차 업체 관계자 17명을 적발했다. 이들은 비용을 아끼기 위해 인력 기준을 무시하고 자격증을 빌려 쓰는 등 2016년부터 10여 년간 불법 영업을 이어온 것으로 드러났다.  

경찰에 따르면 부산 지역 사설 응급환자이송업체 2곳 대표와 직원들은 법에서 정한 인력 기준을 지키지 않고 비용 절감을 위해 응급구조사를 최소 인원만 고용한 뒤 부족 인력을 자격증 대여로 채운 혐의를 받고 있다. 특수구급차에는 원칙적으로 응급구조사가 반드시 탑승해야 하지만 일부 차량은 운전사 혼자 환자를 이송한 것으로 조사됐다.

업체 대표 A씨는 2016년부터 2025년까지 응급구조사 8명의 자격증을 빌려 운영하면서 운전사들에게 응급구조사를 사칭하도록 지시하고 22차례 단독 이송을 하게 한 혐의를 받는다. 또 출동 및 처치 기록지 명의를 600회 이상 위조한 것으로 드러났다.

A씨는 자격증을 빌려준 인력과 허위 근로계약서를 작성해 관할 기관 점검에 제출하고 급여 명목으로 4억 원이 넘는 돈을 빼돌린 혐의도 있다.

다른 업체 대표 B씨 역시 자격증을 빌리거나 퇴직자의 명의를 도용해 운영하면서 운전사들에게 20차례 넘게 단독 이송을 지시한 것으로 확인됐다.

운전사들은 응급처치 교육을 제대로 받지 않은 상태에서 환자를 이송했으며 차량 내 자동심장충격기 등 장비를 사용할 수 없어 위급 상황 시 대응이 어려웠던 것으로 조사됐다.

경찰은 일부 업체가 일반구급차로 환자를 이송하고도 더 비싼 특수구급차 요금을 받거나 혼동을 유도하는 복장을 사용하는 사례도 확인됐다며 시민들의 주의를 당부했다.

부산경찰청은 사설구급차 관련 불법행위에 대한 단속을 지속할 방침이며 피해나 비리를 발견할 경우 적극적인 신고를 요청했다.

[Here’s the English version of the article] Two Illegal Private Ambulance Operators in Busan Caught; 17 Suspects Booked for Borrowing Paramedic Licenses

Busan Metropolitan Police have booked 17 individuals connected to private ambulance companies for illegally borrowing paramedic licenses and allowing drivers to impersonate certified paramedics while transporting patients. Investigators found the operators had been cutting labor costs by bypassing staffing rules and running illegal operations for nearly a decade since 2016.  

According to police, the owners and staff of the two private emergency transport companies in Busan allegedly violated staffing regulations in order to cut costs. They hired the minimum number of licensed paramedics required by law and filled the rest of the positions by renting licenses from others. In some cases, drivers were found to have transported patients alone, even though an emergency medical technician is legally required to be on board during transport in a special ambulance.  

One operator, identified as A, is accused of borrowing the licenses of eight paramedics between 2016 and 2025 and instructing drivers to impersonate paramedics. Police said A ordered 22 solo patient transports and falsified more than 600 dispatch and treatment records.  

A also allegedly forged employment contracts with those who rented out their licenses, submitted them during inspections, and embezzled more than 400 million won disguised as wages.  

Another company head, identified as B, was found to have borrowed or used the names of retired paramedics to operate illegally and ordered drivers to carry out more than 20 solo transfers.  

Police said the untrained drivers lacked proper first-aid training and could not use essential equipment such as automated external defibrillators, making it difficult to respond in emergencies. Some operators also allegedly charged higher special ambulance fees while providing standard ambulance services or used uniforms designed to mislead patients.  

Authorities urged the public to be cautious when requesting private ambulance services and encouraged reporting of any illegal or suspicious activities. Busan police added that they will continue cracking down on unlawful practices in the private ambulance sector.
