[브레이크뉴스=배종태 기자] 부산시가 '글로벌 해양허브도시 부산' 실현을 위한 마지막 릴레이 세미나를 국회에서 열고, 해양수산 분야의 디지털 전환과 북극항로 시대를 선도할 전문 인재 양성 방안을 집중적으로 논의했다.  

부산시는 29일 오후 국회의원회관 제7간담회의실에서 ‘글로벌 해양허브도시 부산’ 국회 릴레이 세미나의 마지막 여정인 3회차 세미나를 개최하고, 부산의 미래 성장을 이끌 ‘산업 및 인재 혁신 전략’을 집중 논의했다.

이번 세미나는 지난 11월 1차 세미나 ‘실행계획 발표 및 대정부 건의’, 12월 중순 2차 세미나 ‘공간 및 인프라 혁신 전략 논의’에 이어, 산업과 인재 혁신을 통해 도시의 경쟁력을 강화하기 위한 자리로 마련됐다.  

이날 행사에는 정동만 국민의힘 부산시당위원장을 비롯한 지역 국회의원, 성희엽 부산시 미래혁신부시장, 학계 및 산업계 전문가, 학생 대표 등이 참석해 부산의 경제 체질 개선과 미래 성장 동력 확보 방안을 논의했다.  

첫 번째 발제에서는 전형모 한국해양수산개발원 해양수산AI전환지원단장이 ‘해양수산 AI·데이터 혁신 방안’을 주제로 발표했다. 전 단장은 인공지능(AI)과 빅데이터 기술을 해양수산 산업에 접목해 고부가가치 신산업을 선점하기 위한 구체적인 로드맵을 제시했다.  

이어 김종관 한국해양대 항해융합학부 교수는 ‘북극항로 미래인재 육성방안’을 발표하며, 극지 운항 전문 인력과 글로벌 해양물류 전문가를 체계적으로 양성하는 ‘부산형 미래 인재 생태계’ 구축 필요성을 강조했다.  

종합토론에서는 국회의원, 산업계와 학계 대표, 학생 등이 참여해 부산이 남부권을 넘어 전 세계의 인재와 자본이 모이는 글로벌 해양허브도시로 도약하기 위한 규제 혁신과 국가 차원의 전략적 지원 방안을 논의했다.  

정동만 부산시당위원장은 “세 차례 릴레이 세미나를 통해 부산의 비전과 방향을 다시 한번 확인했다”며 “이제는 실천이 무엇보다 중요한 만큼, 입법 지원과 예산 확보에 총력을 다하겠다”고 말했다.  

성희엽 미래혁신부시장은 “공간과 인프라가 도시의 골격이라면 산업과 인재는 그 내실을 채우는 핵심 소프트웨어”라며 “오늘 논의된 전략을 바탕으로 부산의 산업 체질을 혁신하고 글로벌 인재들이 함께 성장할 수 있는 지산학 생태계를 구축하겠다”고 밝혔다.  

한편 부산시는 이번 3회차 세미나를 끝으로 국회 릴레이 세미나 일정을 마무리하고, 논의된 과제를 토대로 협력체계 강화, 신규 과제 발굴, 국가정책 연계 및 예산·제도 개선 등 후속 조치를 단계적으로 추진할 계획이다.

The Busan Metropolitan Government hosted the final session of its “Global Marine Hub City Busan” seminar series at the National Assembly, focusing on strategies to foster innovation in industry and talent to drive the city’s future growth.  

The Busan Metropolitan Government (Mayor Park Heong-joon) announced that it held the third and final session of the “Global Marine Hub City Busan” National Assembly seminar series at the National Assembly Members’ Office Building on December 29. This final discussion centered on “Industrial and Talent Innovation Strategies,” which are key to enhancing Busan’s competitiveness as a global maritime hub.  

Following the first seminar in November—focused on unveiling execution plans and policy proposals to the central government—and the second in mid-December on “Spatial and Infrastructure Innovation Strategies,” this final event turned its attention to the industries and people that will fill those spaces and power Busan’s sustainable growth.  

The seminar brought together key figures including Jeong Dong-man, head of the People Power Party’s Busan branch, National Assembly members from the region, Busan Deputy Mayor for Future Innovation Sung Hee-yeop, experts from academia and industry, and student representatives to engage in in-depth discussions on strengthening Busan’s economic foundation and securing new growth engines.  

The first presentation, delivered by Jeon Hyung-mo, Head of the Marine and Fisheries AI Transformation Support Division at the Korea Maritime Institute, addressed “AI and Data Innovation in the Marine and Fisheries Sector.” Jeon introduced a roadmap to integrate artificial intelligence and big data technologies into Busan’s core marine industries to foster new high-value maritime sectors.  

The second speaker, Professor Kim Jong-kwan from the Division of Navigation Convergence at Korea Maritime & Ocean University, presented on “Strategies for Cultivating Future Talent for the Arctic Route.” He emphasized building a “Busan-style future talent ecosystem” to nurture polar navigation specialists and global maritime logistics experts as Busan positions itself as a key base for Arctic shipping routes.  

During the comprehensive discussion session, participants—including lawmakers, academic and industry representatives, and students—explored policy measures to help Busan evolve from a southern regional center into a global marine hub attracting worldwide talent and capital. They also discussed bold regulatory reforms and the need for strategic national-level support.  

Jeong Dong-man stated, “Through this three-part relay seminar, we have reaffirmed Busan’s long-term vision and direction. Now it is time to move into action, with legislative support and budget allocation as top priorities to accelerate Busan’s leap forward.”  

Deputy Mayor Sung Hee-yeop said, “If space and infrastructure form the hardware of a city, industries and talent are the essential software that sustain its inner growth. Building on today’s discussions, we will strengthen Busan’s industrial competitiveness and establish an ecosystem where global talent can thrive.” He added that the city will mobilize all policy capacity to position Busan as a new growth axis for Korea’s future.  

With the conclusion of this third seminar, the “Global Marine Hub City Busan” National Assembly seminar series has come to an end. The city plans to follow up by reinforcing cooperative networks, identifying new projects, linking outcomes to national policy, and pursuing institutional and budgetary improvements in stages.
