[브레이크뉴스=배종태 기자] 부산시가 영국 명문 사학 로얄러셀스쿨의 부산 캠퍼스 건립을 위한 건축허가 절차를 마무리하며 사업이 본격화됐다.  

시는 13일 ‘영(英)로얄러셀 부산캠퍼스’ 건축허가가 완료됨에 따라, 명지지구 실시계획 변경 고시(11일) 등 주요 인허가 절차를 모두 마쳤다고 19일 밝혔다. 이번 절차 완료로 민선 8기 공약인 ‘동남권 1호 외국교육기관’ 유치 기반이 마련됐다.  

부산시는 그동안 타당성 조사와 함께 부산진해경제자유구역청, 한국토지주택공사(LH) 등과 전담팀(TF)을 구성해 행정 지원 체계를 구축했다. 시는 인허가 과정에서 기관 간 조정 역할을 맡아 사업이 차질 없이 추진되도록 했으며, 향후 LH의 2026년 9월 착공과 2028년 8월 개교 목표 달성을 위해 행정 지원을 이어갈 계획이다.  

로얄러셀 부산캠퍼스는 연면적 1만9,286㎡ 규모로, 교사동·사무관리동·다목적강당·수영장 등 6개 동으로 구성된다. 유치원부터 중학교까지 약 1,350명이 교육을 받을 수 있으며, 본교의 교육 철학과 커리큘럼이 반영된 글로벌 교육 공간으로 조성될 예정이다.  

시는 이번 캠퍼스 건립이 외국인 정주 여건을 개선하고 해외 기업과 인재 유치를 촉진하는 계기가 될 것으로 기대하고 있다.  

박형준 부산시장은 “로얄러셀 부산캠퍼스는 외국인 투자 유치를 위한 교육 기반을 강화해 부산의 글로벌 경쟁력을 높이는 중요한 자산이 될 것”이라며 “세계적 수준의 교육 환경을 갖춘 글로벌 허브 도시 조성에 최선을 다하겠다”고 말했다.

The city of Busan said Wednesday it has completed construction approval for the Royal Russell School Busan Campus, marking the start of full-scale project implementation.  

The approval, finalized on Feb. 13 following the Majin District development plan revision announced on Feb. 11, fulfills key administrative requirements and lays the groundwork for attracting the first foreign educational institution in the southeastern region, a major pledge of the current city administration.  

Busan had earlier conducted feasibility reviews and formed a joint task force with the Busan-Jinhae Free Economic Zone Authority and Korea Land and Housing Corp. (LH) to coordinate project procedures. The city oversaw the overall approval process to ensure smooth progress and plans to continue administrative support toward LH’s scheduled groundbreaking in September 2026 and the school’s planned opening in August 2028.  

The new Royal Russell Busan Campus will cover a total floor area of 19,286 square meters, comprising six main buildings including classroom halls, administrative offices, a multipurpose auditorium, and a swimming pool. The campus will accommodate about 1,350 students from kindergarten through middle school, reflecting the educational philosophy and core principles of the 170-year-old British boarding school.  

Busan officials expect the campus to serve as a key infrastructure for attracting global talent and foreign investment by improving the city’s educational environment and residential conditions for expatriates.  

Mayor Park Heong-joon said, “The Royal Russell Busan Campus will strengthen Busan’s competitiveness as a global city by enhancing educational and living environments for foreign residents. The city will continue to work closely with related agencies to create a world-class educational hub.”
