[브레이크뉴스=배종태 기자] 박형준 시장이 23일 국회를 찾아 부산 금융중심지의 위상과 기능을 흔들 수 있는 주요 현안에 대해 국회 차원의 대응을 요청했다.

박 시장은 이날 오후 국회에서 윤한홍 정무위원장을 만나 제3금융중심지 추가 지정 추진을 “국가 금융경쟁력을 갉아먹는 역행적 정책”이라고 비판하고, 금융정책의 선택과 집중 원칙을 분명히 해달라고 촉구했다.

면담 직후에는 정무위원회 소속 국민의힘 의원들을 잇달아 만나 부산 금융중심지의 경쟁력 약화 우려를 전하며 입법 지원과 정책 협력을 요청했다.  

부산시는 2009년 금융중심지 지정 이후 해양·디지털 금융을 중심으로 특화 기반을 쌓아왔지만, 산업은행 이전 지연 등으로 동력이 약해진 상황에서 제3금융중심지 추가 지정은 기존 거점의 경쟁력을 분산시킬 수 있다고 지적했다. 또 신규 금융중심지가 핀테크·자산운용 등 부산과 유사한 분야를 내세울 경우 기능 중복과 정책 비효율이 불가피하다고 우려했다.  

박 시장은 일본·영국 등 사례를 언급하며 “금융허브 정책은 소수 거점에 전략적으로 집중해야 국가 전체 금융경쟁력을 높일 수 있다”고 강조했다.

거래소 지주회사 전환 “부산 기능 껍데기만 남을 수도”

박 시장은 한국거래소 지주회사 전환 논의와 관련해서도 “현행 안대로라면 부산 금융중심지의 핵심 기능이 껍데기만 남을 수 있다”고 경고했다. 그는 현행 논의안에 본점 소재지에 대한 명확한 법적 규정이 빠져 있어, 정관 변경 등을 통해 코스피·코스닥 등 핵심 자회사가 다시 서울로 옮겨갈 가능성이 크다고 지적했다.

부산시는 지주회사 체제 전환 시 지주회사와 주요 자회사의 본점을 부산에 두도록 법률 부칙에 명시해 달라고 요구했다. 이는 2013년 자본시장법 개정 당시 거래소 본점을 부산에 두도록 한 입법 취지를 잇는 조치로, 국가 균형발전과 부산 금융중심지의 지속 가능성을 위한 최소한의 안전장치라는 설명이다.

박 시장은 윤 위원장 면담에 이어 정무위원회 야당 의원들과의 간담회에서도 “부산 금융중심지는 국가 균형발전의 최후 보루”라고 강조했다. 그는 정무위원회 차원에서 금융 거점 분산을 막고, 거래소 본점의 부산 유지 내용을 법에 명문화하는 데 힘을 모아 줄 것을 거듭 요청했다.  

박 시장은 “단기적 이해관계가 아니라 중장기 국가전략 관점에서 금융중심지 정책을 설계해야 한다”며 “국회와 긴밀히 협력해 부산 금융중심지의 기능과 위상이 훼손되지 않도록 모든 행정력을 집중하겠다”고 말했다.

Busan Mayor Park Heong-joon visited the National Assembly on Monday afternoon and urged Rep. Yoon Han-hong, chairman of the Steering Committee, to protect the city’s financial hub status amid threats from a proposed third financial center and Korea Exchange headquarters relocation.

Opposes Third Financial Hub Designation  

Park called the push for an additional financial hub a “regressive policy that undermines national financial competitiveness” and demanded lawmakers enforce a “select and concentrate” strategy for financial hubs.  

Busan, designated a financial hub in 2009, has built specialized capabilities in marine and digital finance despite setbacks like delayed Industrial Bank relocation. City officials warned that dispersing resources would weaken existing hubs and create functional overlaps in areas like fintech and asset management, citing Japan and U.K. models that prioritize limited hubs. 

Demands Korea Exchange Stay in Busan  

Park warned that Korea Exchange’s planned shift to a holding company structure lacks legal safeguards for its Busan headquarters, risking a return of key subsidiaries like KOSPI and KOSDAQ to Seoul.  

He called for explicit legislation mandating that both the holding company and major subsidiaries remain in Busan, honoring the 2013 Capital Markets Act amendment that established the exchange there to promote balanced national development.

Seeks Bipartisan Legislative Support  

After meeting Yoon, Park held separate talks with People Power Party lawmakers on the Steering Committee, calling Busan’s financial hub “the last bastion of national balanced growth.”  

“We need long-term national strategy, not short-term decisions,” Park said. “Busan will work closely with the National Assembly to prevent any erosion of our financial hub’s role and status.”
