[브레이크뉴스=배종태 기자] 부산시와 경남도가 행정통합을 대한민국의 미래를 견인할 핵심 국가 전략으로 규정하며, 정부의 제도적 보장을 공식 요청했다. 양 시·도는 행정통합 기본법 제정과 자치·재정 권한 이양, 대통령 주재 간담회 개최를 3대 핵심 과제로 제시했다.

부산시(시장 박형준)와 경남도(도지사 박완수)는 10일 오후 경윤호 부산시 정무특별보좌관과 김영삼 경남도 정책기획관이 청와대를 방문해 정무수석비서관에게 ‘행정통합 관련 광역자치단체장(부산·경남·대전·충남) 공동 건의문’을 전달하고 정부의 적극적인 결단을 요청했다고 밝혔다.

이번 방문은 지난 2일 서울에서 열린 ‘광역자치단체 통합 관련 시도지사 연석회의’에서 도출된 합의사항을 신속히 이행하기 위한 조치로, 수도권 일극 체제 타파와 지역 자생력 회복을 위한 골든타임을 확보하기 위해 추진됐다.

행정통합 기본법 제정 요구

공동 건의문은 통합의 실질적 효능을 확보하기 위한 첫 번째 과제로 ‘행정통합 기본법’ 제정을 명시했다. 지자체별로 파편화된 특별법 추진에 따른 혼란을 방지하고, 공정성과 효율성의 원칙에 따라 전국에 공통 적용 가능한 기준과 로드맵을 정부 차원에서 선제적으로 마련해 줄 것을 요청했다.

자치권·재정 분권 전면 보장 촉구

두 번째 요구사항으로는 통합 광역자치단체가 스스로 미래를 결정하고 성장할 수 있도록 ‘지방정부’ 수준의 자치권과 재정 분권 보장을 제시했다. 인사권과 조직권, 개발 인허가권 등 전폭적인 권한 이양과 함께 국세의 지방세 전환을 통한 강력한 자주재정권 확립이 필요하다고 강조했다.

대통령 주재 긴급 간담회 제안

세 번째로는 대통령이 직접 주재하는 소통의 장 마련을 건의했다. 행정통합은 부처 간 칸막이를 넘어서는 강력한 국가적 결단이 필요한 사안인 만큼, 대통령과 통합 관련 광역자치단체장이 참여하는 긴급 간담회나 공개회의 개최가 필요하다는 입장이다.

박형준 부산시장은 “세계적 위상을 갖춘 부산의 항만 인프라와 국가 우주경제의 중추인 경남의 우주항공 산업이 결합하는 이번 행정통합은 국토공간 대전환을 실현하고 대한민국을 미래로 견인할 가장 강력한 신성장 엔진이 될 것”이라고 말했다.

이어 “정부가 확실한 법적·제도적 시스템을 보장한다면 660만 시·도민의 뜻을 받들어 당장이라도 통합의 길로 나아갈 준비가 돼 있다”며 행정통합 추진 의지를 분명히 했다.

Busan City and Gyeongnam Province have framed administrative integration as a key national strategy to drive Korea’s future, officially requesting the government to provide institutional guarantees. The two local governments outlined three core demands: the enactment of a basic law on administrative integration, full autonomy and fiscal decentralization, and a presidential-led meeting.

Busan Mayor Park Hyung-joon and Gyeongnam Governor Park Wan-su sent their representatives—Busan’s Special Political Advisor Kyunho and Gyeongnam’s Policy Planning Officer Kim Young-sam—to the Blue House on Feb. 10 to deliver a “Joint Proposal on Administrative Integration from Metropolitan Mayors and Governors (Busan, Gyeongnam, Daejeon, and Chungnam)” directly to the Senior Secretary for Political Affairs, urging decisive government action.

The visit followed agreements reached at the Feb. 2 “Conference of Metropolitan Governors on Administrative Integration” in Seoul and aimed to quickly implement them, securing a “golden time” to break the Seoul-centered system and restore regional self-reliance.

Call for a Basic Law on Administrative Integration

The joint proposal emphasizes that integration must go beyond a simple administrative merger. The first core demand is the enactment of a “Basic Law on Administrative Integration” to prevent confusion caused by fragmented local legislation and to provide clear nationwide standards and a roadmap based on fairness and efficiency.

Demand for Autonomy and Fiscal Decentralization

The second demand calls for the granting of full local government autonomy and fiscal authority to enable integrated municipalities to determine their own futures. This includes the transfer of personnel, organizational, and development approval powers, along with the conversion of national taxes to local taxes to secure strong financial independence.

Proposal for a Presidential-led Emergency Meeting

The third demand urges the creation of a direct communication channel led by the president. Given that administrative integration requires decisive action that crosses ministerial boundaries, the proposal calls for an urgent meeting or public session where the president and the governors of the integrated metropolitan areas can jointly discuss solutions.

Mayor Park Hyung-joon said, “The integration, combining Busan’s world-class port infrastructure with Gyeongnam’s core role in Korea’s space economy, will serve as the most powerful new growth engine to achieve a spatial transformation of the country and propel Korea into the future.”

He added, “If the government ensures clear legal and institutional systems, we are ready to move forward with integration immediately, honoring the will of 6.6 million residents in our city and province.”
