[브레이크뉴스배종태 기자] 부산시가 태풍 피해 상습 구간인 서구 암남동 일대에 방재 기능과 친수공간을 갖춘 호안을 조성한다. 시는 26일 오전 남항체육공원에서 ‘암남동 재해취약지구(방재호안 2단계) 정비사업’ 기공식을 열고 본격적인 공사에 착수했다.

3년간 889억 투입, 태풍 침수 상습지 전면 정비  

이번 2단계 사업은 송도해수피아에서 거북섬까지 약 500m 구간에 높이 8~10m, 폭 43m 규모의 방재호안을 설치하는 내용이다. 총사업비 889억 원이 투입되며, 오는 2029년까지 3년간 단계적으로 추진된다.  

부산시는 낮은 기존 호안 높이로 인해 태풍 내습 시 반복된 월파 피해, 내륙 침수, 시설물 파손 등을 근본적으로 차단한다는 계획이다.  

앞서 1단계 사업은 2018년 착공해 2022년 준공됐으며, 서방파제~송도해수피아 500m 구간에 462억 원이 투입됐다.  

생활밀착형 친수공간으로 재탄생  

이번 공사로 호안 일대 매립지가 확장되면 파크골프장, 테니스장 등 주민 친화형 공간이 추가로 조성된다. 이미 1단계 구간은 서구청이 운동시설과 휴식공간으로 꾸며 지역 주민들이 활발히 이용 중이다.

암남동 등대로 인근은 해안도로와 건물 사이에 완충공간이 없어, 태풍 ‘힌남노’ 내습 당시인 2022년 9월에는 횟집·숙박시설 등이 침수되는 등 큰 피해를 입은 바 있다. 시는 이번 정비로 재발 위험이 크게 줄어들 것으로 기대하고 있다.

“안전한 해안도시로 거듭날 것”  

박형준 부산시장은 이날 기념사에서 “송도해수욕장·남항대교 등 주요 관광·교통 거점과 인접한 암남동 일대는 태풍 때마다 침수 피해로 어려움을 겪어왔다”며, “방재호안 정비를 통해 보다 안전한 도시환경을 조성하고, 새로 확보되는 공간을 시민 친수공간으로 활용하겠다”고 말했다.

Busan City has begun construction on a major coastal defense project in the Amnam-dong area of Seo-gu to protect against recurring typhoon damage and develop new waterfront spaces for residents. The city held a groundbreaking ceremony on the morning of the 26th at Namhang Sports Park in Seo-gu to mark the start of the “Amnam-dong Disaster Vulnerable Zone (Coastal Protection Phase 2) Improvement Project.”

89 Billion Won Over Three Years to Strengthen Flood Prevention  

The second-phase project will cover a 500-meter section from Songdo Haespia to Turtle Island, installing a coastal embankment measuring 8–10 meters high and 43 meters wide. With a total budget of 89 billion won, the project will be carried out over the next three years until 2029.  

The city aims to prevent flooding, inland inundation, and property damage that have repeatedly occurred during typhoons due to the area’s low seawall elevation.  

Phase 1 of the project, completed in 2022 after four years of work, reinforced a 500-meter stretch from the West Breakwater to Songdo Haespia at a cost of 46.2 billion won.

Turning Reclaimed Land into a Public Waterfront  

Once completed, the extended reclaimed area will be transformed into community-friendly recreational spaces such as park golf courses, tennis courts, and multi-purpose sports fields. The first-phase area has already been developed by Seo-gu District into sports and leisure facilities that local residents actively use.  

The Amnam-dong lighthouse area has long been vulnerable to tidal overflow, with the absence of a buffer zone between coastal barriers and nearby buildings. During Typhoon Hinnamnor in September 2022, rising waves flooded roads, restaurants, and accommodations, causing significant property damage. The city expects that the completion of this phase will drastically reduce similar risks.

Mayor Park Heong-joon stated during his commemorative speech, “Amnam-dong, located near major coastal attractions such as Songdo Beach, the Busan Air Cruise cable car, and Namhang Bridge, has repeatedly suffered damage during typhoons. Through this project, we aim to create a safer urban environment while transforming the newly reclaimed area into a vibrant waterfront space for citizens.”
