[브레이크뉴스=배종태 기자] 부산광역시교육청이 2026년을 맞아 빠르게 변화하는 디지털·AI 시대에 대응하고 학생 한 명 한 명의 성장을 지원하기 위한 4대 역점과제를 추진한다.

 

올해 부산교육청은 ▲AI 시대를 선도하는 인간중심 미래교육 ▲학력과 마음을 함께 키우는 맞춤교육 ▲교사와 학생을 모두 지키는 안심교육 ▲지혜로운 인재로 성장하는 시민교육을 중점 과제로 제시했다.

 

AI 시대, 인간 중심 미래교육

시교육청은 “사람을 중심에 둔 디지털 혁신”에 초점을 맞춰 인공지능을 주체적으로 활용할 수 있는 역량을 길러주는 미래형 학교 모델을 확대한다.  

 

교사는 AI를 활용해 성장하고, 학생은 AI와 함께 학습하는 지능형 ‘부산 미래형 학교’ 체계를 단계적으로 완성해 나갈 계획이다. 이를 위해 디지털·AI 기반 수업 혁신 연구학교, 디지털 리터러시 교육 연구학교를 운영하고, ‘부산교육 AI 튜터 BeAT’를 현장에 확대 보급한다.  

 

또한 국제 바칼로레아(IB) 학교를 16곳으로 늘리고, 생성형 AI 활용 가이드라인을 마련해 안전하고 윤리적인 AI 학습 환경을 조성한다. 인문·예술·체육교육 강화에도 힘써 ‘책 읽는 학교’, ‘1학교 1예술동아리’, ‘1학생 1스포츠 활동’ 프로그램을 확대한다.

 

기초학력과 마음을 함께 키우는 맞춤교육

기초학력 강화와 자기주도학습 역량 향상을 위한 다양한 프로그램이 운영된다. 초등학교에는 문해력·수리력 향상 프로그램 ‘책똑똑 문해력’과 ‘똑똑! 수학탐험대!’를, 중학교에는 ‘곰곰이 프로젝트’와 ‘점프 업 윈터 스쿨’을, 고등학교에는 ‘점프 업 수학·과학 스쿨’과 고교생 멘토링 중심의 ‘온다 프로그램’을 운영한다.  

심리·정서 지원을 위해 30만 명의 학생을 대상으로 하는 보편적 사회정서교육 프로그램 ‘프로젝트 B30’도 실시하며, 학습·정서·복지·건강·진로를 아우르는 ‘학생맞춤통합지원법’ 체계도 본격 시행된다.

 

교사와 학생 모두를 위한 안심교육

교권 보호와 업무 경감을 통해 교사의 교육활동을 안정적으로 보장한다. 교권 보호 원스톱 시스템을 강화하고, 교원힐링센터를 ‘교육활동보호센터’로 개편한다. 또한 학교 평가지표에 교권 보호 노력을 반영해 학교장이 적극적으로 나서도록 유도한다.  

 

AI 비서 ‘PenGPT’를 고도화해 행정 업무를 줄이고, 통학 안전 강화를 위해 고교생 원거리 통학차량을 시범 지원한다.

 

지혜로운 시민으로 성장하는 시민교육

체험 중심의 민주시민·역사·해양·환경교육을 통해 지역과 세계를 잇는 시민교육도 강화된다. ‘대한민국임시정부 대장정 탐방’, ‘독도 탐방’, ‘학생 지역 역사 교류’ 등 체험형 역사교육을 확대하고, 헌법교육을 교육과정과 연계한다.  

 

또한 부산항 개항 150주년을 맞아 해양교육과 기념 프로그램을 추진하고, 생애주기별 환경교육 표준안을 개발·보급한다. 영어교육에서도 ‘BE(Busan English) 프로젝트’로 지역특색을 반영한 실생활 영어교육을 펼친다.

 

유아부터 고교까지 무상교육 완성  

올해는 사립유치원 무상교육이 전면 시행돼 유치원부터 고등학교까지 무상교육 체계가 완성된다. 시교육청은 이를 통해 “부산 공교육이 새로운 전환점을 맞게 될 것”이라고 밝혔다.

 

김석준 교육감은 “AI 시대에도 교육의 중심은 사람”이라며 “학생이 행복하고, 교사가 존중받으며, 학부모가 신뢰하는 부산교육을 실현하겠다”고 말했다.

The Busan Metropolitan Office of Education (Superintendent Kim Seok-jun) announced four major policy initiatives for 2026 aimed at strengthening public education and supporting the growth of every student amid the rapidly changing digital and AI environment.

 

The four key initiatives are: human-centered future education leading the AI era, personalized education nurturing both learning and well-being, safe education protecting both teachers and students, and citizenship education fostering wise and responsible individuals.

 

Human-Centered Future Education

The office will focus on “human-centered digital innovation,” helping students develop the ability to use AI proactively and creatively. It plans to expand the model of Busan Future Schools, where teachers enhance their teaching with AI and students learn alongside AI in data-driven smart learning environments.

 

The plan includes operating digital and AI-based research schools, broadening digital literacy education, and distributing the Busan Education AI Tutor (BeAT) across schools. Guidelines for the ethical use of generative AI in teaching and learning will also be introduced.

 

To enhance creativity and critical thinking, the number of schools participating in the International Baccalaureate (IB) program will increase to sixteen. Reading, arts, and physical education programs such as Book Reading Schools, One School, One Arts Club, and One Student, One Sport will also be expanded.

 

Personalized Education for Growth and Well-Being

To strengthen fundamental learning skills, the office will implement literacy and numeracy improvement programs at each school level. Elementary students will receive customized reading and math programs such as Chaek-ddokddok Literacy and the AI-based Smart Math Explorers.

 

Middle schools will focus on building self-directed learning habits through the Gomgomi Project, while high school programs will support independent learning and advanced study through Jump-Up Math and Science Schools and mentoring initiatives for disadvantaged students under the new ONDA Program.

 

Emotional and mental health programs will be reinforced through Project B30, a citywide social-emotional learning initiative benefiting 300,000 students. In addition, under the newly implemented Student Customized Integrated Support Act, schools will provide coordinated services across learning, psychology, welfare, health, and career domains.

 

Safe Education for Teachers and Students

The office will strengthen teacher rights protection and reduce administrative burdens. A one-stop support system for the protection of teachers’ educational activities will be enhanced, and the existing Teacher Healing Center will be reorganized into an Educational Activity Protection Center.

The AI assistant PenGPT will be upgraded to streamline administrative tasks, while pilot programs will provide transportation support for high school students living in areas with limited public transit.

 

Citizenship Education for Global and Local Engagement

Experience-based citizenship and history education will encourage students to learn the values of democracy, human rights, and coexistence. Programs such as the Exploration of the Provisional Government of Korea, Teacher–Student Dokdo Visit, and Regional History Exchange among Busan, Ulsan, and Gyeongnam will be expanded. To mark the 150th anniversary of the opening of Busan Port this year, the city will hold marine-themed educational events to promote local pride.

 

Environmental awareness will also be fostered through the development of citywide environmental education standards and by advancing plans for a new Busan Environmental Experience Center. English education reflecting local identity will be strengthened via the BE (Busan English) Project, which integrates real-life communication with Busan-focused topics.

 

Free Education from Kindergarten to High School

Starting this year, Busan will implement free education for all private kindergartens, completing a tuition-free education system from kindergarten through high school—a major milestone following universal school meals.

 

Superintendent Kim emphasized, “In the AI era, education must remain centered on people. We will continue building an education system where students are happy, teachers are respected, and parents have trust in Busan’s public education.”
