[브레이크뉴스=배종태 기자] 부산시가 행정안전부가 실시한 ‘2025년 지방규제혁신 추진 성과평가’에서 광역자치단체 부문 우수기관으로 선정돼 특별교부세 2억 원을 확보했다.  

행정안전부는 전국 243개 지방자치단체(광역 17곳, 기초 226곳)를 대상으로 규제혁신 노력을 비롯해 추진성과, 운영실적 등을 종합 평가해 광역 3곳, 기초 21곳 등 총 24개 기관을 우수기관으로 선정했다. 부산에서는 해운대구와 수영구도 기초자치단체 부문 우수기관으로 뽑혀 각각 1억 원의 특별교부세를 받았다.  

부산시는 정부 규제와 지역 현안 사업의 중단·지연 요인을 적극 발굴하고, 민생과 밀접한 각종 ‘그림자 규제’ 해소에 나서는 등 전방위적인 규제혁신 노력이 높은 평가를 받았다. 또한 ‘규제입증 책임제’와 ‘찾아가는 현장규제 신고센터’ 운영, 구·군 및 공공기관과의 협업을 통한 규제혁신 전담팀(TF) 가동 등 현장 중심의 규제개선에도 힘썼다.  

이와 함께 ‘민생규제 아이디어 공모전’을 열어 시민 의견을 수렴하고, 다자녀가정 혜택 지원 기준을 3자녀에서 2자녀로 완화하는 등 인구변화에 대응하는 민생규제 개선도 추진했다.  

한편, 시는 ‘2025년 부산시 규제혁신 우수사례 경진대회’에서 최우수상을 받은 ‘산업단지 내 산업시설용지 이중계획 규제개선’ 사례로 행정안전부 주관 전국 경진대회에서도 우수상(행정안전부장관상)을 수상했다. 해당 사례는 지자체가 지구단위계획 수립 여부를 자체 판단할 수 있도록 개선해 입주기업의 부담을 줄인 점이 좋은 평가를 받았다.  

이경덕 부산시 기획관은 “이번 성과는 지역 기업과 시민의 삶에 걸림돌이 되는 불합리한 규제를 해소하기 위한 시의 꾸준한 노력이 결실을 맺은 것”이라며 “앞으로도 시민이 체감할 수 있는 실질적인 규제혁신으로 지역 경제에 활력을 불어넣겠다”고 말했다.

Busan City has been selected as an excellent metropolitan local government in the Ministry of the Interior and Safety's "2025 Local Regulatory Innovation Performance Evaluation," earning a special grant of 200 million won.

The ministry assessed 243 local governments nationwide—17 metropolitan and 226 basic units—across 13 indicators measuring regulatory innovation efforts, contributions, and performance, naming 24 outstanding agencies including three metropolitan and 21 basic units. In Busan, Haeundae-gu and Suyeong-gu also ranked top in the basic unit category, each receiving 100 million won.

The city earned high praise for its comprehensive approach, including identifying stalled government and local projects, and actively resolving livelihood-related "shadow regulations" through multiple channels. It implemented the "Regulatory Proof Responsibility System," launched a "Mobile On-Site Regulatory Reporting Center," and formed task forces with districts, counties, and public institutions to address field-level issues.

Busan further engaged citizens via a "Livelihood Regulation Idea Contest" and reformed multi-child family benefits eligibility from three to two children to respond to demographic shifts, focusing on tangible improvements.

Notably, the Industrial Location Division's "Reform of Dual Zoning Regulations for Industrial Land in Industrial Complexes" clinched the grand prize at Busan's 2025 Regulatory Innovation Contest and an excellence award at the national competition hosted by the ministry. This change empowers local governments to determine district unit plans independently, easing financial pressures on industrial tenants.

Lee Kyung-deok, head of Busan City's Planning Office, remarked that the achievement stems from persistent efforts to dismantle barriers impeding local businesses and residents' lives, pledging continued reforms to invigorate the regional economy and boost citizen satisfaction.
