[브레이크뉴스=배종태 기자] 더불어민주당 부산시당·울산시당·경남도당이 20일 “정부가 마련한 천재일우의 기회를 더 이상 미뤄서는 안 된다”며 "오는 6월 3일 치러지는 지방선거에서 부울경 행정통합을 완수해야 한다"고 촉구했다.

 

이들은 이날 부산시의회 브리핑룸에서 공동 기자회견을 열고 “물 들어올 때 노를 저어야 한다”며 “이번 선거를 통해 부울경 행정통합을 현실로 만들어야 한다”고 강조했다.

 

정부 인센티브 “연 5조·4년 20조, 통합에 올인해야”  

민주당 부울경 시도당은 먼저 이재명 정부가 약속한 통합 지방정부 지원책을 “놓쳐서는 안 될 골든타임”으로 규정했다. 국무조정실이 통합 지방정부에 연간 5조 원, 4년간 최대 20조 원의 재정 지원과 차관급 부단체장 신설, 공공기관 이전 우선권까지 제시한 것은 “지역 소멸을 막고 지방 시대를 열기 위해 정부가 확실한 판을 깔아준 것”이라는 설명이다.

 

이들은 “우리가 머뭇거리다 이 기회를 놓친다면 막대한 지원과 권한은 다른 지역으로 넘어갈지도 모른다”며 “정부가 보따리를 풀었을 때 확실하게 챙겨야 한다”고 강조했다. 이어 “이번 6월 선거에서 행정통합을 현실화하는 것이야말로 부울경이 국가 균형발전의 주도권을 쥐는 길”이라고 덧붙였다.

 

“부울경 특별연합 폐기, 다 된 밥상 엎은 과오…다시 반복 안 돼”  

민주당은 2022년 민선 8기 출범 직후 부울경 특별연합이 폐기된 점을 거론하며 “이미 한 번 다 된 밥상을 엎어버리는 실수를 저질렀다”고 비판했다. 이들은 “그때 국민의힘 단체장들이 부울경 특별연합을 폐기하지만 않았더라면 부울경은 지금쯤 행정통합의 최우선 순위가 되어 정부 지원을 가장 먼저, 가장 많이 확보하며 대전환을 주도하고 있었을 것”이라고 지적했다.

 

또 “준비가 덜 됐다, 시기가 이르다며 시간을 끄는 것은 부울경의 미래를 또다시 걷어차는 것이나 다름없다”며 “두 번 다시 그런 어리석은 짓을 반복해서는 안 된다”고 강조했다. 이들은 “이번 지방선거는 과거의 실수를 만회할 수 있는 마지막 기회”라며 “정치적 유불리보다 부울경의 10년, 20년 후를 우선해야 한다”고 했다.

 

“울산 빠진 통합은 반쪽…부울경 메가시티 비전 복원해야”  

이날 기자회견문에서 민주당은 ‘울산 없는 통합’에 대해서도 분명한 선을 그었다. “수도권 일극 체제에 맞서기 위해서는 울산이 빠진 그림은 미완성”이라며 “부산·경남 행정통합을 넘어 울산까지 포함한 진정한 부울경 통합을 이뤄내야 한다”고 주장했다.

 

특히 그동안 행정통합에 부정적이었던 김두겸 울산시장이 지난해 부울경 시도지사 비공개 간담회에서 ‘부산·경남 통합 시 울산도 검토’라는 조건부 입장을 밝힌 점을 상기시키며 “이제 더 이상 ‘조건부 검토’ 뒤에 숨을 일이 아니다”라고 강조했다. 이어 “즉시 시민 의견을 확인하고 그 결과에 따라 울산 역시 부울경 메가시티 비전에 즉각 참여하겠다는 분명한 결단을 내려야 한다”고 촉구했다.

 

국민의힘 겨냥 “2030이냐, 6월이냐…정치 셈법 말고 통합의 결단을”  

민주당은 국민의힘 소속 광역단체장들을 향해 “6월 선거 전에 통합하자, 2030년에 통합하자는 식의 서로 다른 정치적 셈법에만 골몰하고 있지 않느냐”고 비판했다. 이들은 “더 이상 정치적 계산으로 시간을 허비하지 말고, 지금 필요한 것은 오직 부울경의 미래를 위한 6월 통합의 결단뿐”이라고 거듭 촉구했다.

 

그러면서 “더불어민주당은 정부의 파격적인 인센티브가 부울경에 온전히 쏟아질 수 있도록, 그리고 이번 통합이 지역 재도약의 확실한 발판이 될 수 있도록 초당적으로 협력할 것”이라고 밝혔다. 아울러 “과거의 실수를 만회하고 부울경의 미래를 되찾을 마지막 기회인 이번 지방선거에서 행정통합의 문을 활짝 열자”며 800만 부울경 시도민의 동참을 호소했다.

In their joint press statement, they stressed, "We must row when the tide comes in," urging that "Buulkyeong integration must be realized through this election."

 

Government Incentives: "Annual 5 Trillion Won, 4-Year 20 Trillion—All-In on Integration"

The Democratic Party's Buulkyeong branches first defined President Lee Jae-myung's administration's support package for integrated local governments as an "unmissable golden opportunity." The State Affairs Coordination Office has offered integrated local governments annual funding of 5 trillion won—up to 20 trillion won over four years—along with vice-minister-level deputy mayors/governors and priority for second-round public institution relocations, described as "the government laying a solid foundation to prevent regional extinction and usher in a local era."

 

They warned, "If we hesitate and miss this chance, this massive support and authority could go to other regions," adding, "We must seize it firmly when the government opens its coffers." They further emphasized, "Realizing administrative integration in the June elections is Buulkyeong's path to seizing the initiative in national balanced development."

 

"Buulkyeong Special Alliance Scrapped—Overturning a Ready Feast... Never Repeat"

The Democratic Party directly criticized the scrapping of the Buulkyeong Special Alliance right after the launch of the 8th popular election term in 2022, calling it "overturning a ready feast." They asserted, "Had the People Power Party local leaders not scrapped the Buulkyeong Special Alliance then, Buulkyeong would now be the top priority for administrative integration, securing the earliest and largest government support to lead a major transformation."

 

They added, "Delaying with excuses like 'insufficient preparation' or 'premature timing' is tantamount to kicking away Buulkyeong's future once more," stressing, "We must never repeat such folly." They positioned "this local election as the last chance to rectify past mistakes," prioritizing "Buulkyeong's next 10-20 years over political gains."

 

"Integration Without Ulsan Is Half-Baked... Restore Buulkyeong Megacity Vision"

In the press statement, the Democratic Party drew a clear line on "integration without Ulsan." They stated, "To counter the capital region's dominance, a picture missing Ulsan is incomplete," demanding "genuine Buulkyeong integration including Ulsan beyond Busan-Gyeongnam."

 

Noting that Ulsan Mayor Kim Doo-gyeom, previously negative on integration, expressed a conditional stance in last year's closed-door Buulkyeong governors' meeting—"considering Ulsan if Busan and Gyeongnam integrate first"—they pressed, "No more hiding behind 'conditional review.'" They urged, "Immediately gauge public opinion and make a clear decision to join the Buulkyeong megacity vision."

 

Targeting People Power Party: "2030 or June? Ditch Political Calculations for Integration Resolve"

The Democratic Party Buulkyeong branches rebuked People Power Party metropolitan leaders: "Aren't you fixated on differing political calculations like 'integrate before June elections' or 'integrate by 2030'?" They shot back, "Stop wasting time on political math—the only need now is a resolute decision for Buulkyeong's future via June integration."

 

They pledged, "The Democratic Party will cooperate beyond party lines to ensure the government's bold incentives fully flow to Buulkyeong and solidify it as a launchpad for regional revival." Concluding, they appealed to 8 million Buulkyeong residents: "Open wide the gates of administrative integration in this local election—the last chance to rectify past errors and reclaim Buulkyeong's future."
