[브레이크뉴스=배종태 기자] 부산시가 북극항로 상용화 시대를 선도하기 위한 광역권 공동 대응에 나섰다.

 

박형준 부산시장은 24일 오후 부산항국제전시컨벤션센터에서 열린 ‘대한민국의 새로운 길: 북극항로’ 문화정책포럼에서 “부산이 글로벌 해양허브도시로서 미래 해양경제의 중심이 될 준비가 돼 있다”고 밝히며, 북극항로를 다음 세대 성장동력으로 삼는 4대 추진전략을 제시했다.  

 

부·울·경 하나로 ‘북극항로 비전’ 공유  

이번 포럼은 부산광역시, 울산광역시, 경상남도, 그리고 문화일보가 공동으로 주최해 지역 간 연계체계를 강화하려는 의미를 담았다.  

 

행사에는 박형준 부산시장, 김두겸 울산시장, 박완수 경남도지사, 이헌승 국회의원, 이병규 문화일보 회장을 비롯해 해양수산부, 한국해양수산개발원, 부산·울산·경남 연구원 관계자들이 함께했다. 세 지자체는 각각의 지역 전략과 비전을 공유하며, 정부의 북극정책 방향과 연계 가능한 공동 과제 발굴에 뜻을 모았다.  

 

부산시, 북극항로 4대 전략 발표  

부산시는 ‘북극항로 허브도시 부산’ 조성을 위한 선제적 대응을 강조했다. 시는 지난해부터 북극항로 전담조직(TF)을 운영하고 있으며, 이를 바탕으로 ▲북극항로 거버넌스 허브 ▲스마트 물류허브 ▲친환경 신산업 허브 ▲인재·지식 허브 등 4대 추진 전략을 내놓았다.  

 

시 관계자는 “체계적 연구용역을 통해 구체적 실천 로드맵을 마련 중”이라며 “부산이 북극항로의 중심도시로 도약하기 위한 기반을 다져가고 있다”고 말했다.  

 

전문가 토론… “정책 연계와 산업혁신 필요”  

지자체장의 비전 발표에 이어 진행된 전문가 토론에서는 각계의 심층 논의가 이어졌다. 좌장은 류동근 국립한국해양대학교 총장이 맡았으며, 남재헌 해양수산부 북극항로추진본부장과 조정희 한국해양수산개발원 원장을 비롯한 물류·조선·정책 분야 전문가들이 패널로 참여했다.

이들은 북극항로 활성화가 동북아 해운 네트워크 재편에 미칠 영향과 부·울·경이 공동 대응할 정책적 시사점을 집중 논의했다. 시는 이날 제시된 의견을 현재 진행 중인 연구용역에 반영하고, 향후 정부 정책과 연계 가능한 실질적 과제를 지속 발굴할 계획이다.  

 

“부산, 해양경제의 새로운 엔진 될 것”  

박형준 시장은 “부산은 대한민국 산업·수출의 전진기지이자 세계적 항만도시로 성장해 온 도시”라며, “북극항로 정책을 통해 부산의 해양경제 영토를 확장하고, 수도권 중심 체제를 극복해 국가 균형성장의 새로운 엔진이 되겠다”고 말했다.

“Expanding Korea’s maritime frontier and breaking Seoul-centered growth” 

 

Busan is moving to take the lead in the era of commercial Arctic shipping routes through a joint strategy with neighboring cities Ulsan and South Gyeongsang Province. At a policy forum in Busan on the 24th, Mayor Park Heong-joon unveiled a four-pillar plan to make Busan a global maritime hub and a leading city for Arctic routes, calling the new passage “a future growth engine that can reshape Korea’s economic geography.”

 

Local governments share Arctic route vision

The forum, titled “Korea’s New Path: Arctic Route,” was held at the Busan Port International Exhibition & Convention Center on the afternoon of the 24th. It was co-hosted by Busan Metropolitan City, Ulsan Metropolitan City, South Gyeongsang Province, and the daily newspaper Munhwa Ilbo.  

 

Busan Mayor Park Heong-joon, Ulsan Mayor Kim Doo-gyeom, South Gyeongsang Province Governor Park Wan-su, National Assembly member Lee Heon-seung, and Munhwa Ilbo Chairman Lee Byeong-gyu attended, along with officials from the Ministry of Oceans and Fisheries, the Korea Maritime Institute, and regional research institutes from Busan, Ulsan, and South Gyeongsang.  

 

The forum was organized to allow the three local governments to share their respective visions and strategies for the Arctic route era and to discuss realistic policy tasks that can be linked to the central government’s Arctic strategy.

 

Busan presents four-pillar Arctic route strategy

Positioning itself as both a global maritime hub and a leading city for Arctic routes, Busan presented the progress it has made so far and outlined four key strategies.  

 

The city plans to build:  

- an Arctic Route Governance Hub,  

- a Smart Logistics Hub,  

- an Eco-friendly New Industry Hub, and  

- a Talent and Knowledge Hub.  

 

Viewing the Arctic route as a core engine for future growth, Busan has operated a dedicated task force since 2024 and is conducting research projects under the banner of “Busan, Hub City of the Arctic Route” to prepare a more systematic roadmap.

 

Expert debate on logistics, shipbuilding, and Arctic policy

After the mayors and the governor laid out their visions, a panel discussion brought together experts from government, academia, and industry.  

 

The debate was moderated by Ryu Dong-geun, president of Korea Maritime and Ocean University. Panelists included Nam Jae-heon, head of the Arctic Route Promotion Headquarters at the Ministry of Oceans and Fisheries, and Cho Jeong-hee, president of the Korea Maritime Institute, along with specialists in logistics, shipbuilding, and Arctic policy.  

 

They discussed future policy directions for the Arctic route, including how the Bu-Ul-Gyeong region can respond to changing global shipping networks and what kinds of projects can be tied to national policy. Busan City plans to incorporate the experts’ suggestions into its ongoing research and continue to identify concrete strategies and tasks that can be linked with central government initiatives.

 

“Busan will be a new engine for Korea’s economy”

“Busan has long driven Korea’s economic growth as the country’s largest port city,” Mayor Park said at the forum. “Now the city is ready to complete its vision as a global maritime hub.”  

 

He added that Busan will use Arctic route policy to expand its future maritime economic territory, move beyond the current Seoul-centered system, and firmly establish itself as a new engine for the Korean economy.
