[브레이크뉴스=배종태 기자] 부산시는 12일 오후 도모헌에서 ‘15분도시 안전통학로 지킴이’ 발대식을 열고 학생과 학부모, 시민이 함께하는 안전한 통학환경 조성에 나섰다.  

이번 발대식은 ‘15분도시 부산’의 핵심 가치인 생활권 접근성 향상을 실현하기 위한 것으로, 시민 자율 참여를 통해 불법 주정차 해소, 도로 다이어트, 일방통행 지정 등 보행환경 개선에 대한 지역 공감대를 확산하기 위해 마련됐다.  

행사에는 박형준 부산시장을 비롯해 학생·학부모 대표, 부산녹색어머니연합회, YMCA 시민대표, 학생기자단 등 100여 명이 참석했다. 참석자들은 ‘오픈토크’를 통해 안전통학로 조성의 필요성과 시민 참여 방안을 논의하고, 이어 학교까지 동행하는 거리 캠페인을 진행했다.  

시는 현재 부산 전역 660개 학교를 대상으로 ‘차 없는 길’, ‘보행자 전용 보도’, ‘보행자 안심 공간’ 등 세 가지 유형의 셉테드(CPTED·범죄예방환경설계) 기반 안전통학로 모델을 도입해 구조 개선을 추진하고 있다. 올해는 교육청과 구·군의 신청을 받아 64개 후보지를 발굴했으며, 이 중 5곳을 시범사업지로 선정해 체계적인 조성 기반을 마련할 계획이다.  

다만 학교 주변 불법 주정차와 상가의 도로 점용 등으로 통학로 확보가 쉽지 않은 상황이다. 이에 시는 인근 주민의 협조를 바탕으로 교통체계 개편을 추진하고, 학생·학부모·시민이 직접 참여하는 ‘15분도시 안전통학로 지킴이’ 활동을 통해 주민 참여형 캠페인과 생활 실천운동을 전개할 예정이다.

시는 또 지난해 12월 시·경찰청·교육청·학부모·전문가·민간단체 등 11명이 참여하는 ‘15분도시 안전한 학교 가는 길 민관협의체’를 구성해 첫 회의를 열었다. 협의체는 사업 대상지 선정부터 설계, 공사, 평가까지 전 과정을 공동 관리하며 통합적 추진 체계를 강화하고 있다.  

박형준 시장은 “아이들이 안심하고 걸을 수 있는 학교 가는 길은 어른들의 작은 양보에서 시작된다”며 “시민, 학교, 경찰이 함께 안전한 15분도시를 실현할 수 있도록 통학로 개선 사업을 지속 추진하겠다”고 말했다.

The city of Busan on Thursday launched the “15-Minute City Safe School Route Guardians” program to create safer school routes through collaboration among students, parents, and local residents.  

Held at Domohun in the afternoon, the ceremony aimed to promote the core values of Busan’s “15-Minute City” vision — improving accessibility and livability within daily life zones. The initiative encourages citizen participation to address illegal parking, redesign roads, and introduce one-way streets to improve pedestrian safety around schools.  

More than 100 people attended the launch, including Mayor Park Heong-joon, parent and student representatives, members of the Busan Green Mothers Association, YMCA civic leaders, and student journalists. During an open talk session, participants discussed community roles in creating safe school routes, followed by a symbolic walking campaign to a nearby school.  

The city is currently introducing three types of school route models citywide based on CPTED (Crime Prevention Through Environmental Design) principles: car-free streets, pedestrian-only sidewalks, and “safe zones” for walkers. From 64 candidate sites submitted by education offices and local districts, five pilot areas have been selected for 2026.  

However, illegal parking and roadway occupation by nearby businesses continue to pose challenges. The city plans to promote community-driven traffic reforms and operate the “Safe School Route Guardians” program as an ongoing campaign encouraging everyday citizen participation.  

In December, Busan also established the “Public-Private Council for Safe School Routes in the 15-Minute City,” consisting of 11 representatives from the city government, police, education office, parent groups, experts, and civic organizations. The council oversees project selection, design, implementation, and evaluation.  

Mayor Park said the path to school should start with small acts of consideration from adults, adding that the city will continue expanding school route safety projects in cooperation with citizens, schools, and the police to realize a safer 15-minute city.
