[브레이크뉴스=배종태 기자] 부산 시민들의 오랜 추억이 깃든 초읍 어린이대공원 내 더파크 동물원이 마침내 시의 품으로 돌아왔다.

 

장기간의 법적 분쟁과 운영 중단으로 방치되었던 부산 유일의 동물원이 2027년, 생명 존중의 가치를 담은 부산시 공립동물원으로 새롭게 문을 열게 되었다.

 

박형준 부산시장은 브리핑을 통해 지난했던 갈등을 매듭짓고, 멈췄던 시간을 다시 흐르게 하겠다며 동물원 정상화를 위한 구체적인 로드맵을 발표했다.

 

부산시 직접 인수 및 운영: 2026년 4월 인수 마무리

부산시는 법원의 조정 권고를 수용하여 총 478억 원 규모의 매수 계약을 체결했다. 이에 따라 오는 2026년 4월 15일까지 모든 인수 절차를 마무리하고 부산시가 직접 운영을 맡기로 했다.

 

시는 2026년도 제1회 추가경정예산에 계약금과 운영비 등 75억 원을 우선 편성하여 인수 직후 운영 공백이 발생하지 않도록 만전을 기했다. 박 시장은 이제 동물원은 부산시가 책임지는 공공 자산으로서 안정적인 구조 속에 운영될 것이라며 시의회의 적극적인 협조에 감사를 표했다.

 

자연 서식지형 숲 동물원으로의 대전환

새로운 공립동물원의 핵심 비전은 생명 존중이다. 과거 관람 편의 위주의 전시 공간에서 벗어나 동물의 복지를 최우선으로 하는 공간으로 재구성하기로 했다.

 

1. 지형 보존: 더파크의 자산인 숲과 자연 지형을 최대한 활용한 숲 동물원을 조성했다.

2. 동물 중심 재설계: 동물의 활동 반경과 습성을 반영해 노후 동물사를 개선하고 서식 공간을 순차적으로 재배치했다.

3. 체험형 콘텐츠: 숲 해설, 생태 체험, 어린이 대상 동물복지 교육 프로그램 등을 2027년 정식 개장 전 시범 운영하기로 했다.

부·울·경 아우르는 광역 거점 동물원 도약

부산시는 단순한 동물원 운영을 넘어, 청주와 광주에 이어 국내 세 번째 거점 동물원 지정을 추진했다.

 

거점 동물원으로 지정되면 부산뿐 아니라 울산, 경남 권역의 동물원 지원, 질병 관리 및 검역, 종 보전 프로그램 운영 등 공공 허브 역할을 수행하게 된다. 이를 위해 시는 서울시 어린이대공원 능동동물원과 동물 교류를 협의 중이며, 전문 인력을 단계적으로 확충해 운영 역량을 강화할 계획을 밝혔다.

 

2027년 완전 개장 목표: 사람과 동물 모두 행복한 공간으로

시는 지난 2월 9일 동물원 정상화 및 운영 기본계획 수립 용역에 이미 착수했다. 이를 통해 중장기 운영 방향을 정립하고, 2027년 완전 개장을 목표로 종합적인 실행 계획을 마련했다.

 

박형준 시장은 "오랜 시간 인내하며 기다려준 시민들께 감사드린다"며 "부산 최초의 공립동물원이 시민들이 생명의 가치를 배우고 숲속에서 쉼을 얻는 공간이 될 수 있도록 세심하게 준비하겠다"고 강조했다.

Busan City Signs 47.8 Billion Won Purchase Agreement: Shifting Focus from Exhibition to Life-Respecting Forest Zoo

 

The Park Zoo in Choeup Children's Grand Park, a place filled with cherished memories for Busan citizens, is finally returning to the city's embrace. After being stalled for years due to legal disputes and operational shutdowns, Busan’s only zoo is set to reopen in 2027 as the Busan Public Zoo, centered on the value of respecting life.

 

Busan Mayor Park Heong-joon announced a detailed roadmap for the normalization of the zoo during a briefing, stating that the city will resolve long-standing conflicts and let the stalled clock tick once again.

 

Direct Acquisition and Operation by Busan City: Completion by April 2026

Accepting the court's mediation recommendation, Busan City signed a purchase agreement totaling 47.8 billion won. According to the contract, the city plans to complete the acquisition process by April 15, 2026, and take over direct operations.

 

The city has prioritized an allocation of 7.5 billion won in the first supplementary budget of 2026 for the down payment and operating expenses to ensure seamless management immediately following the takeover. Mayor Park expressed his gratitude to the Busan City Council for their support, noting that the zoo will now become a public asset managed under a stable administrative structure.

 

Transition to a Natural Habitat-Style Forest Zoo

The core vision for the new public zoo is Respect for Life. The city decided to move away from previous exhibition-centered structures that prioritized visitor convenience and instead redesign the space to put animal welfare first.

 

1. Preservation of Terrain: The city will create a Forest Zoo by maximizing the preservation of the natural terrain and vegetation, which are the greatest assets of the site.

2. Animal-Centric Redesign: Old animal shelters will be improved, and habitat spaces will be sequentially rearranged based on the specific characteristics and social behaviors of each species.

3. Experiential Content: Programs such as forest commentaries, ecological experience-based education, and animal welfare programs for children will be operated on a pilot basis before the official opening in 2027.

 

Leaping Forward as a Regional Hub Zoo for the Southeast Region

Beyond simple operation, Busan City initiated a plan to designate the facility as a Regional Hub Zoo, following the examples of Cheongju and Gwangju.

 

Once designated as a hub zoo, the facility will serve as a public center for the Busan-Ulsan-Gyeongnam region, handling animal zoo support, disease management, quarantine, and species conservation programs. To this end, the city is discussing animal exchanges with the Seoul Children's Grand Park Zoo and plans to strengthen operational capabilities by gradually expanding professional staff.

 

Goal for Full Opening in 2027: A Happy Space for Both People and Animals

On February 9, the city launched a research project to establish a basic plan for zoo normalization and operation. Through this, the city established a comprehensive plan to define long-term operational directions and aims for a full grand opening in 2027.

 

Mayor Park thanked the citizens for their long patience and emphasized that he would meticulously prepare the city's first public zoo to become a place where citizens can learn the value of life and experience rest and recovery within the forest.
